This position is located at Office of the Inspector General for Tax Admin, Office of Chief Counsel. As a Supervisory Government Information Specialist, you will serve as the Disclosure Officer for TIGTA, exercising program control over TIGTA's FOIA and PA program. You will be responsible for the management of operations and the implementation of procedures related to the processing of FOIA and PA requests for agency records.
Qualifications:
You must meet the following requirements by the closing date of this announcement.For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Providing technical advice regarding a federal Freedom of Information Act (FOIA) or agency records request program; AND
- Providing technical advice on the application of the FOIA and Privacy Act to requests for federal agency records; AND
- Providing advice in the development, implementation and oversight of regulations, policies, practices, and/or procedures relating to the FOIA, the Privacy Act, or other federal agency records request program; AND
- Participating in FOIA and/or Privacy Act litigation on behalf of a federal agency (e.g., providing guidance concerning litigation, drafting or executing declarations, preparing Vaughn indices); AND
- Advising agency leadership, agency staff, and members of the public on the FOIA and the Privacy Act, including requirements to perfect a request and agency employee obligations for responding to a perfected request; AND
- Processing FOIA and/or Privacy Act requests for federal agency records including searching for responsive records, applying exemptions to agency records, and communicating with requesters; AND
- Leading or supervising a team.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Responsibilities:
The duty station location will be determined upon selection, to include current employees of the Treasury Inspector General for Tax Administration based on their current Core office location listed in this announcement.As a Supervisory Government Information Specialist, you will:
- Coordinate FOIA and PA requests with other Department of the Treasury (Department or Treasury) offices, outside agencies, submitters of records, and legal counsel, as appropriate.
- Develop, maintain and assemble data required to prepare Disclosure program reviews and various recurring management reports or special reports required by higher level management and outside agencies relating to TIGTA's operations under the FOIA and the Privacy Act.
- Review and evaluate complex FOIA and PA requests to make disclosure determinations and ensure responses are consistent with statutory, regulatory and policy requirements.
- Serve as the Program Manager for the Disclosure Branch, which is responsible for ensuring TIGTA compliance with the FOIA (5 U.S.C. § 552), PA (5 U.S.C. § 552a), and the confidentiality provisions contained in Internal Revenue Code (I.R.C.) § 6103. Plans, manages, organizes and supervises all operations and activities of the Disclosure Branch, which is comprised of Government Information Specialists.
