The Office of Federal Programs and Strategic Funding within OSSE’s Division of Strategic Funding for School Quality is responsible for managing the agency’s primary K-12 federal grant programs, including Elementary and Secondary Education Act (ESEA) grants, Scholarship and Opportunities for Results Act (SOAR) grant and the Individuals with Disabilities Education Act (IDEA) grant. This office leverages state and local regulatory and fiscal supports to ensure that schools and other educational settings transform their practices to ensure student learning. Duties and Responsibilities
Oversees the financial activities of DSE and acts as an advisor to the Director of Federal Programs and Strategic Funding. Oversees staff as appropriate to accomplish the core missions and activities of the Division. Develops operational plans, tracks obligations, projects cost, reconciles spending, drafts policies and guidance, and coordinates with internal and external stakeholders to ensure the timely effective and cost-efficient use of local and Federal funds. Analyze information to formulate, revise, and execute annual departmental budgets and Federal funds.
Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, executive orders, and Office of Budget and Planning (OBP) directives and bulletins to ensure program compliance.
Collaborates with DSE, OSSE and external District staff, to develop policies related to grant funding allocations, programmatic assurances, and financial monitoring for conducting funds. Collaborates with OSSE staff to support financial reform efforts and lead reform initiatives as necessary.
Works closely with the Assistant Superintendent to address and develop financial reports for OSSE leadership, council hearings, court officials, Federal agencies, auditors and others as needed. Analyzes and interprets the impact of existing and new legislation on the administration of Federal and local funds and develops guidance documents for vendors, SEA and LEA staff. Recommends adjustments, such as the redistribution of funds within budget accounts, in response to changes in programming, staffing levels, and/or funds available.
Coordinates the planning, development, maintenance, and implementation of processes and procedures related to grants and contracts with Federal, State and other public and private agencies and corporations.
Qualifications and Education
Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

Combination of education and experience - at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education.

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
Experience working with the public sector in public education, especially public charter schools is highly preferred.
Bachelor’s degree highly desired.

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Duration of Appointment: This is a Management Supervisory Service (MSS), “At-Will” Appointment. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

This is a grant funded position. Continued employment will be contingent upon available funding.
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
