TYPICAL WORK ACTIVITIES

 Position is Monday - Friday 7 am - 3:30 pm 


• Acts as a Project Manager for major and complex projects and tracks financial status/progress for projects assigned.

• Acts as point of contact for regulatory and permitting agencies for specific projects.

• Provides Construction Administration services, as required. May assist in construction oversight/inspection for specific projects as needed.

• Develops scopes for Request for Proposal’s and Task Orders.

• Assists with Asset Management-related initiatives which includes generation of new/replaced assets, development of IBM Maximo reporting, and analysis of data exports from IBM Maximo.

• Acts as Lead Engineer on in-house design projects, including developing design documents (plans/specifications), creating cost estimates, and pre-procurement of equipment.

• Works with Department Management Staff to develop project priorities for Capital Improvement Plan.

• Develops applicable design standards (materials/equipment/etc.) for the Department and keeps corresponding database up to date.

• Oversees and/or participates in mapping, implementation and maintenance of the GIS System and the use and function of the system as it relates to water systems.

• Reviews As-Built drawings for new construction projects.

• Reviews requests for payment submitted by contractors to verify that work is completed in accordance with specifications and certifies engineer’s estimates to release payments to contractors.

• Reviews and completes departmental budgets as requested.

• May represent the department the department at professional, technical and business meetings.

• Investigates and evaluates needs for repairs, replacements, upgrades or improvements of water treatment, pumping and transmission facilities, systems and equipment.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

 

Thorough knowledge of engineering principles as applied to the design, construction, and maintenance of water systems and appurtenances.

Good knowledge of the principles, practices, and materials used in design, construction, and maintenance of water treatment systems and appurtenances.

Good knowledge of principles and practices of supervision.

Ability to plan and supervise the work of subordinates.

Ability to plan for future system needs.

Ability to estimate costs of new construction and renovation, including but not limited to, costs and amounts of materials, equipment and labor.

Demonstrated knowledge of environmental permitting principles and applicable regulations.

Ability to inspect new construction and renovation work to determine whether work conforms to original design.

 

 

MINIMUM QUALIFICATIONS

 

Promotion:

One (1) year of permanent competitive status as a Water Systems Construction Engineer.

 

Open Competitive: 

Graduation from a regionally accredited college or university with a Bachelor’s degree in engineering and three (3) years of professional level work experience, or its part time equivalent, in civil engineering as applied to design, construction, and maintenance of water mains, pump stations, and/or water treatment systems and appurtenances, two (2) years of which must have included project management experience.

 

 

SPECIAL NECESSARY REQUIREMENT

 

1. Licensed Professional Engineer (PE) at time of appointment. If license is out-of-state, must receive NY state license through reciprocity within 12 months of appointment. 

 

2. Where required, possession of a valid driver’s license or the ability to otherwise meet the transportation requirements of the position.

 

The Onondaga County Water Authority is a civil service agency under the jurisdiction of the Onondaga County Department of Personnel. Hiring is in accordance with Onondaga County and New York State civil service regulations. Many of the positions at OCWA are “competitive,” which means that the applicant must have successfully completed a competitive examination given by the Onondaga County Department of Personnel and appear on an eligibility list derived from the examination. Notices of upcoming exams and eligibility requirements can be found on Onondaga County’s web site or by contacting the Personnel Office directly. Other positions at OCWA are “non-competitive,” which means that no examination is necessary. However, specific training and/or experience qualifications are required to be employed in these positions.
