Job Summary
The Personnel Commission announces an OPEN and PROMOTIONAL recruitment. This recruitment will result in the establishment of one integrated eligibility list. Promotional candidates will have seniority points added to final passing scores (.25 of a point for every year of classified service up to a maximum of 5 points). This list will be used to fill current and future vacancies and will be active for one year or until canceled. There is currently ONE position open in the Fiscal Services Department. Under the direction of the Associate Superintendent, Business Services, develop and maintain the District budget; oversee the accounting and financial reporting procedures of the District to ensure fiscal compliance with all federal, state, and local regulations and requirements; prepare financial projections and reports to assist with District planning; oversee the work of the Fiscal Services Department; and provide financial oversight for all District programs, services, and activities. Any combination of education, training, and experience equivalent to graduation with a bachelor’s degree and professional accounting/fiscal experience with an emphasis on budget development, position control, program accounting, payroll, accounts payable, accounts receivable, financial analysis, financial reporting, and student attendance accounting. Public sector experience or school district professional level experience is preferred.

Knowledge of Applicable sections of State Education Code and other applicable laws of finance and funding in public schools. Organizational development and strategic planning. Modern accounting, governmental fund accounting, payroll, student attendance. Fiscal and budgetary control, principles, practices, procedures and methods. Financial analysis and research techniques. Principles and practices of supervision and training. Principles and practices of electronic systems pertinent to financial transactions and reporting. Interpersonal skills using tact, patience, and courtesy. Ability to Plan, organize, direct and administer an integrated and effective school district accounting program. Prepare clear and concise financial reports and analysis. Develop and maintain complex accounting systems and records. Analyze problems, develop sound problem-solving models, and arrive at effective solutions. Analyze, and interpret budget data and perform long-range budget planning. Read, understand, interpret, apply, and explain technical manuals, legal codes, and administrative policies, reports, and directives. Communicate effectively orally and in writing. Train, supervise, and evaluate personnel. Work independently and meet schedules and timelines. Understand, carry out, and give oral and written instructions. Direct the maintenance of a variety of records, files, and reports related to fiscal services operations, services and activities. Operate a computer and assigned office equipment. Establish and maintain cooperative and effective working relationships with others.
