About The Team
Oceaneering Marine Services Division (MSD) has over 30 years of experience providing full-service submarine and surface ship repairs supporting maintenance and alterations aboard commercial and U.S. military vessels. We are SUBSAFE and DDS-SOC certified and perform high-consequence maintenance on assets that operate in demanding environments.
The Lead Quality Auditor oversees the internal audit and surveillance program for Oceaneering’s Marine Services Division. You will ensure compliance with SUBSAFE, DSS-SOC, NAVSEA, and internal MSD quality requirements while driving continuous improvement across production and manufacturing processes. This role includes managing a team of Quality Auditors, ensuring audit readiness, and supporting key quality initiatives across MSD. Travel may be required up to 10%.
Responsibilities
Quality Leadership, Culture & Team Development
- Promote a strong “first‑time quality” culture across all production activities.
- Lead the Quality Auditor team, overseeing daily operations, performance, and time reporting.
- Conduct performance evaluations, set goals, and determine training and qualification needs for Quality Assurance Auditors.
- Provide mentorship, daily support, career development guidance, and regular feedback to the Quality Auditor team.
- Manage the Audits & Surveillances (A&S) program, evaluating processes, work performance, training, and qualifications through data analysis.
- Develop trend analysis data to support process improvements using A&S results and the central Quality database.
- Maintain auditable records for all internal/external audits, surveillances, evaluations, trend analyses, assessments, and corrective actions.
- Administer the Quality Tracking / EPR system.
- Manage the internal and external A&S schedule, ensure qualified personnel conduct required activities, and assist Project Managers with project‑specific scheduling.
- Process external surveillances from shipyards, supervising authorities, or other non‑MSD entities in accordance with manuals, instructions, and higher‑authority guidance.
- Develop surveillance plans for Expansion of Qualification (EOQ) processes and ensure all EOQ tasks, documentation, and data entry are completed.
- Oversee internal SUBSAFE Certification Audits (SSCA), SUBSAFE Functional Audits (SSFA), and internal DSS‑SOC Certification Surveys.
- Lead internal audits and surveillances on MSD production work, ensuring consistent reporting, clear findings, and actionable improvement recommendations.
- Perform special projects and duties as needed to support business requirements.
- Partner with the Quality Assurance Manager on quality initiatives across MSD.
- Collaborate with the ISO Manager to ensure efficient, effective functional audits.
- Serve as an auditor within the Vendor Audit Program.
QUALIFICATIONS
- High school diploma or GED
- Three (3) years' experience in performing quality assurance inspections on naval ship Hull, Mechanical, Electrical, Electronic, Ordinance systems for specification and engineering drawing requirement compliance.
- Five (5) years of experience that has provided practical knowledge of quality assurance programs, quality control inspection systems, and machining skills and a detailed knowledge of shop procedures, processes, methods and techniques.
- Five (5) years of specialized experience in inspecting work on SUBSAFE and Level I systems/components as required by the organizational certification by Commander Naval Sea Systems Command.
- In depth working knowledge of Submarine Safety (SUBSAFE), Deep Submergence Systems (DSS), Quality Management (ISO/ASQ) programs, NAVSEA Standard Items, and NSWC-PD process and procedural requirements.
- Five (5) years' experience in a supervisory or managerial role.
- Must be a U.S. citizen who is not a dual citizen of any other country.
- Must be able to obtain and maintain a Secret security clearance.
- Bachelor's degree in mechanical, Electrical or Systems Engineering.
- Experience working in Naval and/or Commercial Shipyards with extensive Apprenticeship Program, or extensive military training and experience in mechanical, electrical, and/or ordinance systems and quality assurance requirements.
- Ten (10) years' experience in submarine, deep submergence, and surface ship systems repair, QA administration, ANSI/ISO/ASQ Q9001-2015 or similar auditing experience.
- Technical knowledge and/or at-sea operational experience with submarine and/or surface combat weapons systems, launcher systems or other similar Naval or military systems.
- In depth working knowledge of U.S. Navy Joint Fleet Maintenance Manual and associated documentation.
- ISO Qualified Auditor.
- ASQ Certification.
