The Data Exploitation Analyst II is responsible for providing direct technical and analytical support to the OTECH Analysis Center, participating in all phases of ocean navigation data acquisition, processing, and reporting at a government customer site in the Washington, DC metropolitan area. The primary responsibilities of this role are to acquire, analyze, compile, evaluate, and review data for use in standard products, non-standard products, and/or data holdings in support of mission requirements.

RESPONSIBILITIES
- Perform processing, analysis, evaluation, and exploitation of navigation, remote sensor, and shipboard instrumentation data collected from various deep ocean systems.
- Conduct detailed analysis and evaluation of imagery collected from side scan sonar, bathymetric systems, video, and still photography cameras.
- Evaluate and improve the accuracy of navigation data from vessels and underwater exploration vehicles through a combination of sensor analysis, operational analysis, and statistical error analysis.
- Perform surface and sub-surface navigation track reconstruction and navigation system performance evaluation for a variety of U.S. Navy and commercial programs.
- Use proprietary software, GIS-based systems, and other navigation processing software on Windows-based workstations to perform imaging enhancement, display, and analytical functions.
- Operate sophisticated re-navigation processing systems, including the evaluation of statistical results.
- Review mission-related data logs, worksheets, and reports to identify focal points for analysis and discover deficiencies in data collection systems.
- Involved in all phases of the data lifecycle, including pre-mission support, data collection, analysis, evaluation, and report generation.
- Prepare, acquire, enter, and edit navigation data; as enhanced data is identified, update and correct data sets to maintain configuration control and ensure precise data records.
- Prepare formal written technical reports and deliver oral briefings to report analysis findings and conclusions to the customer.
- Support program reviews and technical reviews of various documentation and deliverables.
- Produce various ad-hoc documentation and deliverables as required.
- Act as an individual contributor working under limited supervision, determining the best approach to work, with monitoring based on key objective check-ins.
- Lead assignments for specific job functions or projects.
- Lead entry-level individual contributors to ensure work is completed according to set standards and procedures.
- Identify gaps in current analytical processes and develop new tools and procedures to meet customer needs.
- Represent the organization and its customer by participating in meetings, panels, and committees within the Department of Defense, Department of the Navy, and the Intelligence Community.
- Some travel is required. The candidate will be required to participate in at-sea exercises or data collection missions of various durations. Durations are normally between 15 and 30 days but can be as long as 120 days, with a normal annual requirement of 45-60 days.
QUALIFICATIONS
- Must have 2-6 years of relevant experience with an Associate Degree in a Scientific, Mathematical or related field. Equivalent work experience may be considered in lieu of degree.
- Background or experience with data analysis and/or data interpretation.
- Background or experience with standard marine navigation practices and procedures.
- Strong critical thinking skills.
- Strong technical writing skills and verbal communication skills.
- Must be able to prioritize tasks and work well in team settings as well as take independent direction, as needed.
- Proficiency in Microsoft Office (including Microsoft Word, PowerPoint, and Excel) and image editing software such as Adobe Photoshop.
- Ability to pass and maintain a maritime physical. Must take maritime safety training IAW the US coast guard guidelines and meet physical, dental, and regional immunization requirements.
- Must have or be able to obtain a TS/SCI security clearance, be able to take/pass a polygraph, and be able to maintain both for the tenure of this position.
- Position tenure ship is dependent completing the full security clearance application process successfully within 1-2 years of accepting the position.
- Must have all required certifications and maintain for the tenure of this position.
- Must be a U.S. Citizen.
- Associate or Bachelor’s degree in Oceanography, Underwater Archeology, or related field.
- Navy/DoD Experience.
- Background in GIS products (ESRI) and Side Look Sonars (SLS) processing.
- Experience with Autonomous Underwater Vehicle (AUV), & Remotely Operated Vehicles (ROVs) and their support equipment.
- Experience with SLS systems, Doppler Sonars, Navigation & underwater cameras equipment.
- Knowledge of products like SonarWiz, Hypack and WinFrog.

Salary : $74,600 - $112,000
