This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA) within the Directorate of Technical Support and Emergency Management (DTSEM), in the Office of Occupational Medicine and Nursing (OOMN), located in Washington, D.C.

  • This position is at the full performance level.
  • This position is inside the bargaining unit.
  • This position is NOT remote. Selectee will be expected to report to the office above.

Qualifications:

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Nurse Practitioner, as described below.

Basic Requirements

Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

Experience
The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.

For the GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-14 position includes:

  • Reviewing occupational health evidence in investigations and/or providing advice and assistance to compliance safety and health officers.
  • Making recommendations or implementing changes to improve methods in handling medical information.
  • Participating in office and/or field investigations to provide technical nursing consultation to staff.

Responsibilities:

Duties of the Nurse Practitioner include, but are not limited to:
  • Serving as a staff expert, technical authority and direct consultant concerning broad occupational health matters with special expertise in occupational health nursing.
  • Drafting OSHA compliance assistance guidance, training materials, letters of interpretation, and technical resources.
  • Supporting OOMN's enforcement support work, including reviewing cases and other Directorate activities, including reviewing policy documents and making appropriate recommendations.
  • Evaluating, planning, and conducting process improvement, program analysis, studies and special projects that support OSHA.
  • Providing technical assistance and training to OSHA's National Office and regional offices, individuals, other federal and state agencies and non-governmental organizations.
