- Serves as a Child and Youth Services (CYS) Special Needs Program Manager and provides training to staff on strategies to facilitate positive interactions and successful inclusion of all children and youth enrolled.
- Serves as Subject Matter Expert/Augmentee on the Multidisciplinary Inclusion Action Team (MIAT). Develops internal CYS Teams (trainers, School Liaison Officers (SLO), managers, parents and Program Assistants).
- Serves as advisor and advocate for parents of children/youth with special needs. Maintains liaison with Exceptional Family Member Program (EFMP) to assist Army families in locating and accessing appropriate services.
- Works collaboratively with other CYS Managers, trainers, specialists, and SLOs to ensure seamless service and continuity of quality options for all children and youth. Serves as a member of the Multi Disciplinary Team Inspection (MDTI) Team.
- May be required to perform health related practices as reasonable accommodation for children with disabilities. Identifies negative factors that may contribute to non-success of children/youth to include the program environment.
Conditions of employment

- Meet qualification/eligibility/background requirements for this position.
- A one-year probationary period may be required.
- Satisfactorily complete an employment verification (E-Verify) check.
- Must be at least 18 years of age at the time of appointment.
- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
- Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.
- Travel to on and off post locations required.
- Schedule may include irregular hours, evenings, and/or weekends.
- Duties may involve working both indoors and outdoors.
- Must have the physical ability to lift and carry up to 40 lbs, walk, bend, stoop, and stand on a routine basis is required for positions in child development centers.

A Qualified Candidate Must Possess The Following
- A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis);
- Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
- A Bachelor's Degree (or higher) in Special Education
- Two or more years of experience/skills developing supports that accommodate children with special needs and children with challenging behaviors
- Experience in implementing the Army CYS Operational Guidance for Behavior Support
- Two or more years of experience coaching or mentoring other adults
- Two or more years of experience working with children under 5 years of age in group settings6. Experience advising or advocating for families of children with special needs
