OBAYASHI CORPORATION is seeking an Office Engineer to join the North American Civil Group (NACG). The Office Engineer will support the Heavy Civil Group with bids/proposals, pursuit projects, project controls, and various other tasks related to estimating and construction operations. This role will be based in Foster City, CA.
RESPONSIBILITIES:
Pursuits & Preconstruction:
- Take part in bid/proposal development - from issuance to submission of RFQ/RFP (strategy, content development/brainstorm, review cycles)
- Break down and organize RFQ and RFP requirements into trackable sections
- Ensure RFQ/RFP Addendums are distributed and communicated to all stakeholders
- Assist with solicitation of subcontractors, suppliers, and manufacturers for bids/proposals and follow through with agreements after successful bid
- Assist with content development of proposals, research past projects for relevant content
- Take meeting minutes of various RFP/bid development meetings
- Assist with setup of collaborative platforms (ex. SharePoint, BlueBeam, Adobe) for internal and external partners
- Organizing past docs into a centralized cloud location
Project Controls:
- Assist with ERP System (Viewpoint Vista), HCSS Heavy Job – from setting up new projects, upkeep of existing project data, and coordinate with various Departments to troubleshoot issues
- Assist with entering data into the ERP system, identify pain points, and develop solutions
- Participate in reviewing cost reports with management
- Assist with field operations such as preparation of purchase orders and subcontracts
- Provide general support to heavy civil operations, including but not limited to, quantity takeoffs, estimates, proposal preparation, business development efforts.
The responsibilities of this position include, but are not limited to those listed above, and other duties may be assigned
EDUCATION & WORK EXPERIENCE:
- 3 years of experience in working on heavy civil construction projects
- ERP system experience (Viewpoint Vista experience preferred but not required)
- Experience with Purchase Orders, Subcontracts, and various agreements used on construction job sites.
- Experience working on bids/proposals a plus
- Minimum of a bachelor’s degree in Civil Engineering/Construction Management preferred

- Ability to understand and follow standard operating policies and procedures.
OTHER:
- Able to work after hours, weekends and on call when needed.
- Limited traveling for meetings and site visits.
- Ability to walk and work on outdoor construction job sites.
- Ability to lift and/or lift up to 40 lbs.
- Onsite Project Team opportunities are available on an as-needed basis.
ANTICIPATED SALARY RANGE: $94,500-$125,000 USD / yr

The final salary offered will be based on various factors, including the candidate’s qualifications, experience, skills, and relevant market considerations. This salary range reflects what we reasonably expect to pay for this role within California. Compensation in other states may vary based on local market conditions and applicable regulations.
