Position Summary

The Roadway QA / QC Permit Inspector is responsible for ensuring compliance with quality standards and regulatory requirements within the Asset Maintenance (AM) contracts. This role combines data quality assurance, permitting coordination, and field inspections to support the successful delivery of highway and roadway maintenance projects. The position involves monitoring work orders, verifying contractor performance, processing and inspecting permits, and documenting all activities to ensure compliance with contract and Florida Department of Transportation (FDOT) standards.

The ideal candidate will bring hands-on experience in roadway maintenance and permitting practices, a strong understanding of FDOT regulations, and the ability to collaborate effectively with contractors, project managers, and clients. Attention to detail, strong recordkeeping skills, and a proactive approach to problem-solving are essential to success in this position.


DUTIES AND RESPONSIBILITIES:

Data Quality Assurance and Inspection

  • Conduct routine inspections on a designated percentage of completed work orders to verify compliance with Asset Maintenance (AM) contract quality standards.
  • Maintain accurate and organized records in line with Quality Assurance Review requirements, supporting the Project Manager with documentation and reporting.
  • Prepare timely reports and updates for Project Manager review, ensuring the project database remains current and generates accurate client-facing reports.
  • Monitor work order status, review timesheets for quality control, and track contractor performance against established benchmarks.
  • Notify the Project Manager of any policy changes, compliance concerns, or conflicts with current standards.
  • Inspect both in-house and subcontractor work to ensure adherence to required quality standards.
  • Attend client meetings and inspections, including specialized assessments (e.g., night reflectivity and lighting reviews).
  • Review and manage structure work orders related to bridges and signs and actively participate in Feasible Action Review Committee (FARC) meetings.

Permitting Coordination

  • Coordinate, process, and administer roadway permits for Asset Maintenance projects within the assigned FDOT district(s).
  • Accurately enter all permit-related information into the Department’s permit tracking system.
  • Review and process multiple permit types, including utility, driveway, special use, drainage, house moving, road closure, and landscaping, ensuring compliance with Florida Statutes and Florida Administrative Code (F.A.C).
  • Track and update permit status regularly, providing progress reports to the Project Manager and interacting with stakeholders, permitted parties, and clients in both office and field settings.
  • Conduct on-site inspections of construction activities stemming from approved permits to verify compliance with approved methods, standards, and specifications.
  • Confirm acceptability of contractor work methods and materials during inspections.
  • Document all field activities, ensuring full compliance with permit requirements, departmental regulations, and applicable standards
  • Establish and maintain safe work areas following OSHA practices and applicable MOT requirements, and model good safety behavior at all times.
  • Read and interpret plans, specifications, design standards, and manuals; analyze, interpret, and plot survey data as needed.
  • Communicate technical information clearly, both verbally and in writing, to contractors, applicants, and agency staff.
  • Operate a personal computer and standard office software to manage records, reports, and correspondence.
  • Work outdoors in all weather conditions, including heat, cold, and rain.
  • Perform other duties as assigned by management.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:


Knowledge

  • At least 2 years of roadway maintenance or construction inspection experience, with familiarity in reviewing plans, specifications, and permit conditions.
  • Basic understanding of DOT standards, right-of-way requirements, and common work methods used by contractors.

Skills

  • Communicate effectively, both verbally and in writing, with applicants, contractors, and agency staff.
  • Perform accurate mathematical calculations for measurements, quantities, and tolerances.
  • Document inspections clearly with notes, photos, and locations; prepare concise status updates and reports.

Abilities

  • Inspect maintenance contract projects for compliance with permit conditions, standards, and specifications.
  • Interpret plans and permit requirements and apply them in the field during active work.
  • Maintain professionalism and attention to detail while managing multiple permits and deadlines.


EDUCATION AND WORK EXPERIENCE:


Required Qualifications

  • High school diploma or GED required; an associate degree in civil engineering technology, construction management, or a related field is preferred.
  • Must be at least 23 years old (per company insurance requirements).
  • Must possess an active and valid Florida driver’s license with no restrictions and be able to pass a Motor Vehicle Record (MVR) check and maintain insurability under company policy.
  • Two or more years of roadway maintenance or construction inspection experience, including exposure to right‑of‑way or utility permitting.
  • Experience reviewing plans, specifications, and traffic control plans and conducting field inspections for compliance.
  • Prior work with DOT standards, permitting systems, or CMMS is preferred.
  • Equivalent combinations of education and experience will be considered.
  • Willing and able to travel within the assigned district and report to different work sites; living within a reasonable response time to the yard is preferred.
  • Compliance with the company's Drug and Alcohol Policy; able to pass pre-employment and random testing. A background check and job-related physical may be required.
  • Successful completion of pre-employment screenings (federal background check, MVR, drug screen) and ongoing compliance with the company's Drug and Alcohol Policy.

Preferred Qualifications

  • Associate degree in civil engineering technology, construction management, surveying, or a related field.
  • Experience with DOT right-of-way permitting, utility coordination, driveway/access management, and special use/event permits.
  • Prior work with DOT standards, FAC/local ordinances, and MUTCD temporary traffic control requirements.
  • Proficiency with permitting and asset systems (e.g., DOT permitting portals, CMMS/Compass), plus strong document control practices.
  • Ability to read and interpret roadway plans, traffic control plans, and utility drawings; basic CAD or GIS/ArcGIS skills are a plus.
  • Certifications such as DOT/ATSSA Intermediate or Advanced MOT, OSHA 10/30, NIMS 100/200/700, IMSA Work Zone Temporary Traffic Control, or Stormwater/NPDES inspector.
  • Field inspection experience verifying restoration, compaction, pavement/sidewalk repairs, and erosion/sediment control.
  • Survey or utility locate experience (as-built collection, GPS/photo documentation, and quantity measurements).
  • Strong customer service background working with utilities, contractors, local agencies, and the public.
  • Comfortable working nights or weekends for traffic-sensitive inspections.
