Position Overview
The Vice President of Operations is a leader responsible for driving operational excellence, revenue performance, and scalable growth across Justice Cannabis Co.’s multi-state footprint. This role owns end-to-end operational performance with full accountability for P&L results, process optimization, and execution against company strategy.
This is a true VP-level role expected to operate as a business leader, not a site manager. The VP of Operations partners closely with the executive team to translate strategy into disciplined execution, ensuring consistency, accountability, and profitability across all operations.

Key Responsibilities
Strategic & Executive Leadership

Serve as a member of the leadership team, contributing to company-wide strategy, growth planning, and operational scaling.

Translate business strategy into executable operational plans with measurable outcomes.

Lead, mentor, and develop managers and operational leaders across multiple states and functions.

Establish a culture of accountability, performance, and continuous improvement.
P&L Ownership & Financial Performance

Own full P&L responsibility across operations, including revenue growth, margin optimization, labor controls, and expense management.

Develop and manage annual operating budgets; forecast performance and proactively course-correct.

Partner with Finance on financial modeling, capital planning, and cost-reduction initiatives.

Drive operational decisions based on data, KPIs, and financial impact.
Sales & Revenue Enablement

Collaborate with retail leadership to optimize sales performance, store execution, and customer experience.

Ensure operational alignment with sales goals, promotional strategies, and market demand.

Drive consistency in execution across locations to maximize revenue and profitability.
Process Improvement & Operational Excellence

Lead enterprise-level process improvement initiatives across retail, cultivation, production, and distribution.

Standardize operating procedures while allowing for state-specific regulatory requirements.

Implement scalable systems, workflows, and performance metrics to support growth.

Identify inefficiencies, bottlenecks, and risk areas, and fix them.
Compliance, Risk & Multi-State Operations

Ensure operations comply with all state and local cannabis regulations, safety standards, and company policies.

Partner with Legal, Compliance, and People teams to mitigate operational risk.

Oversee operational readiness for audits, inspections, and regulatory changes.

Maintain consistent operational standards across all jurisdictions while adapting to local requirements.
Cross-Functional Partnership

Work closely with HR, Finance, Compliance, Operations and Security to align operational execution with company priorities.
