Job Goal:

Provide strategic leadership, oversight, and accountability for all financial, business, and administrative services of the school system. Ensure fiscal integrity, compliance with applicable laws and standards, and effective financial support for instructional and operational programs of the district.

 

Essential Responsibilities:

The duties listed below represent the primary responsibilities of the position. They are not intended to be all-inclusive, and other related duties may be assigned as required.

 

Human Resources Leadership

  • Direct and supervise all Human Resources operations and staff including Human Resource Coordinator, Benefits Specialist, and HR Administrative Assistant
  • Develop and administer policies, procedures, and programs related to:
    • Employment and staffing
    • Compensation
    • Employee benefits
    • Licensure compliance
    • Employee relations
    • Recruitment and retention
  • Provides strategic leadership and support to district administrators regarding personnel matters and organizational needs.
  • Serves on the Superintendent’s Executive Committee to support district-wide strategic planning and organizational initiatives.

 

Recruitment, Hiring, and Employee Support

  • Oversee all employment processes including recruitment, screening, selection, qualification verification, background investigations, appointment, onboarding, and orientation for all district employees.
  • Oversee ORS District Hiring Committee.
  • Supervises substitute employee processes and programs.
  • Oversees  preparation of employment contracts, salary notices, and personnel action documentation.
  • Oversees employee status changes.
  • Oversees coordination of personnel information with payroll.
  • Supports employee retention initiatives and workforce development efforts.
  • Responds to employee concerns, sensitive inquiries, and personnel-related complaints in a professional and confidential manner.

Benefits and Compliance Administration

  • Administers district employee benefits programs including:
    • Health insurance
    • Retirement programs
    • Vision and dental coverage
    • Section 125 plans
    • Life insurance
    • Voluntary benefit products
    • Tuition waiver programs
  • Ensures compliance with the Affordable Care Act (ACA), Equal Employment Opportunity (EEO), and Affirmative Action (AA) requirements.
  • Oversees employee leave administration and personnel record management.
  • Ensures district compliance with applicable federal, state, and local employment laws and board policies.

 

Licensure and Reporting

  • Oversees licensure compliance for all certified staff.
  • Collaborate with the Tennessee Department of Education, educator preparation programs, and licensing agencies regarding certification and licensure matters.
  • Prepares, certifies, and submits required district, state, and federal personnel reports.
  • Generates ad hoc personnel and staffing reports using employee data systems.

 

Communication and Community Relations

  • Interact daily with administrators, employees, applicants, and volunteers regarding employment, personnel, and benefits matters.
  • Collaborates with state and federal agencies, software vendors, benefits providers, and legal counsel as needed.
  • Assists the Superintendent and Board Attorney in responding to media inquiries and sensitive personnel matters.
  • Maintains confidentiality and professionalism in all communications and personnel matters.

Personnel Leadership and Department Management

  • Provides leadership, supervision, and evaluation of assigned HR office personnel.
  • Oversees the selection, training, professional development, and performance appraisal of assigned staff.
  • Ensures employees clearly understand their job responsibilities, district policies, and applicable procedures.
  • Develops and maintains departmental operating procedures and ensures cross-training is in place for continuity of operations.
  • Provides leadership in identifying, supporting, and ensuring employee participation in professional development aligned with job responsibilities and district goals.

  

Minimum Qualifications:

  • Master’s degree in Human Resources, Education, Business Administration, or related field from an accredited college or university.
  • Minimum of five (5) years of progressively responsible experience in human resources.

 

Preferred Qualifications:

  • Experience in public education human resources administration
  • Professional in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP) certification

 

Knowledge, Skills, and Abilities:

  • Thorough knowledge of employment law, personnel administration, and employee benefits management.
  • Knowledge of Tennessee educator licensure requirements and school district operations preferred.
  • Ability to interpret and apply district policies and state and federal regulations.
  • Strong leadership, organizational, and interpersonal skills.
  • Excellent written and verbal communication abilities.
  • Ability to manage confidential and sensitive information with discretion.
  • Ability to build positive relationships with employees, administrators, and community stakeholders.
  • Strong problem-solving, decision-making, and conflict-resolution skills.
  • Proficiency with human resources information systems and Microsoft Office applications.

Physical Requirements:

Work is primarily performed in a standard office environment. Duties involve sitting, standing, walking, and occasional lifting of light office materials.

 

Work Days:

255 day contract – 12 month position

 

Salary : $126,909 - $176,377
