The Right of Way Training & Technical Specialist in the People & OD department serves as ORC's primary internal subject matter expert for Right of Way (ROW) technical content, supporting the design, development, and delivery of training initiatives for both internal workforce development and external client engagements.

Partnering closely with the VP of People & OD and the L&OD Specialist, this role ensures that technical training content is accurate, current, role-specific, and developmentally meaningful. You will act as a critical bridge between field practice and structured learning design, bringing essential ROW expertise into ORC's training strategy.

This position also supports external client training engagements and contributes to ORC's university partnerships, helping deliver high-quality instruction and maintain alignment with industry standards as ORC continues to expand its training footprint.

What You'll Do

Technical Knowledge Stewardship & Needs Analysis

  • Serve as the primary internal subject matter expert (SME) for Right of Way (ROW) technical content, including URA, relocation assistance, and acquisition practices
  • Partner with the VP of People & OD and L&OD Specialist to conduct technical training needs analyses across agent roles and specializations
  • Define skill progressions and competency distinctions across career stages, from early career through senior ROW professionals
  • Audit and integrate client SOPs and project-based training materials into structured, role-based learning plans
  • Identify technical learning gaps that may not be visible to non-ROW stakeholders
  • Provide technical input on training strategy, curriculum design, and content development priorities

Training Development & Curriculum Support

  • Develop and maintain training materials, presentations, and manuals aligned with ROW regulations, ORC standards, and industry practices
  • Collaborate with the L&OD Specialist to co-design role-based training content for ORC Academy
  • Review and refine existing materials for accuracy, relevance, and appropriate skill-level alignment
  • Support development of scalable training resources for both internal employees and external clients
  • Contribute technical expertise to university microcredential partnerships
  • Build and manage a centralized library of technical reference content

Training Delivery & Instruction

  • Deliver instructor-led ROW training for onboarding, early career programs, and role-specific development
  • Facilitate training on URA, relocation assistance, acquisition practices, and compliance for diverse audiences
  • Support and participate in external client training engagements (virtual and in-person)
  • Adapt instructional approaches to meet varying experience levels and learning environments
  • Represent ORC as a credible technical expert in training sessions, workshops, and professional programs

Early Career & Second Career Program Support

  • Support development and delivery of ROW-specific content within early career pathways
  • Contribute to second career transition programs by structuring technical learning progression
  • Define competency milestones and developmental checkpoints across career stages
  • Partner with L&OD to ensure technical accuracy and appropriate leveling within development plans

External Client Training & Engagement

  • Support planning and coordination of client training engagements, including schedules and deliverables
  • Deliver or co-deliver client-facing training, with occasional travel as needed
  • Track project scope and ensure alignment with contractual requirements
  • Assist with invoicing inputs, time tracking, and budget support for training engagements
  • Maintain strong client relationships and reinforce ORC's reputation as a trusted training partner

Industry Currency & Thought Contribution

  • Stay current on regulatory updates, industry practices, and evolving ROW standards
  • Translate industry changes into updated and relevant training content
  • Contribute to ORC's thought leadership through content development and professional engagement
  • Support participation in industry associations, conferences, and educational initiatives


We're Looking for Someone Who

  • Translates technical expertise into accessible, practical learning for individuals without a ROW background
  • Brings a collaborative mindset and partners effectively within a People & OD team, prioritizing shared knowledge and cross-functional alignment
  • Proactively identifies technical gaps and surfaces insights others may not recognize due to lack of subject matter expertise
  • Demonstrates credibility and composure when representing ORC in front of clients, agencies, and professional audiences
  • Shows curiosity about learning design and effectiveness, with an interest in ensuring training is not only accurate but impactful

Minimum Requirements

  • Working knowledge of the Uniform Relocation Act (URA) and relocation assistance regulations at a field-applicable level
  • Direct experience delivering or facilitating technical training for adult learners
  • Ability to translate complex ROW regulatory content into clear, structured learning materials
  • Experience working within public agency, utility, or ROW program environments
  • Technical competency in standard instructional tools (PowerPoint, Articulate, LMS, virtual meeting/training platforms)
  • Must own an iOS or Android smartphone to access ORC systems
  • Legally authorized to work in the United States without sponsorship/visa

Bonus Points if you have:

  • SR/WA designation or equivalent industry credential.
  • Experience developing training materials, manuals, course content, or competency frameworks.
  • Familiarity with instructional tools such as PowerPoint, virtual learning platforms, or LMS environments.
  • Experience supporting training project logistics, scope tracking, or contract-based deliverables.
  • Background in adult learning principles or instructional design concepts.
  • Experience with or curiosity about AI-enabled learning tools and modern L&D practices.

Compensation for this position is dependent upon many factors, such as training, transferable skills, work experience, business needs, and market demands. The base pay range is subject to change and may be modified in the future. This role may also be eligible for benefits and employee travel reimbursements.

Physical Requirements: While performing the duties of this job, the employee is regularly required to clearly communicate and exchange information in person, via phone and email. Substantial repetitive movements of the wrists, hands and/or fingers due to high amounts of computer usage and typing. Expected to spend long spans of time in front of a computer screen. Able to read, understand and interpret department related documents and data. This is a largely sedentary role; however, the employee is occasionally required to move about inside the office to access files, office equipment and to interact with other members of the staff.This employee is required to occasionally travel to government buildings which involves time driving; sometimes for long durations.
