The New York University (NYU) affiliated Psychiatry Service at Bellevue Hospital Center is an integral part of New York City’s Health and Hospitals, the nation’s largest municipal health care system with the largest public psychiatry service in the country.

The Clinical Director of the Bellevue Outpatient Psychiatric Clinic (OPC) provides clinical, operational, and administrative leadership for the adult outpatient psychiatry clinic within the Division of Ambulatory & Community Psychiatry. The Clinical Director oversees psychiatric services and collaborates closely with interdisciplinary leadership across psychology, social work, nursing, and administrative operations to ensure the delivery of high-quality, patient-centered, and efficient outpatient psychiatric care.

The Clinical Director is responsible for the overall clinical operations of the OPC, including oversight of workflow, access, quality improvement, regulatory compliance, staff supervision, patient safety, and coordination of care across hospital and community systems. The Clinical Director also serves as a liaison between the OPC and other hospital departments, academic partners, and external agencies, and supports the educational mission of the department through teaching and supervision of trainees.

 

The OPC is part of the Division of Ambulatory & Community Psychiatry at Bellevue. We are a community-based mental health clinic that operates according to New York State Office of Mental Health (“OMH”) and Joint Commission guidelines. We see patients with a wide range of psychiatric diagnoses including those with co-occurring substance use and/or medical problems. We offer a multidisciplinary approach to care that includes medication management, psychotherapy (individual, couples/family, and group), and support for social and concrete service needs. We are committed to providing culturally competent care to patients of diverse racial, ethnic, religious, gender, sexual orientation, and socioeconomic backgrounds. English, Spanish, Mandarin, French, and Bengali are the most common languages spoken. We are also a primary training site for psychiatric residents, psychology interns, and social work interns.

Administrative and Operational Leadership

  1. Provides oversight of clinical operations within the OPC to ensure safe, effective, timely, and patient-centered care delivery.
  2. Helps oversee and supports psychiatrists and collaborates with interdisciplinary leadership across psychology, social work, nursing, and administration regarding clinic operations, workflow, and patient care processes.
  3. Reviews clinical utilization, productivity, and operational metrics and implements initiatives to improve access, efficiency, patient flow, and quality of care.
  4. Collaborates with administrative leadership regarding scheduling, template management, and clinic workflows.
  5. Reviews clinical staffing patterns, schedules, and caseload distribution for psychiatrists and collaborates with relevant discipline leadership regarding interdisciplinary staffing and operational needs.
  6. Troubleshoots operational and workflow issues and develops strategies to improve clinic functioning and continuity of care.
  7. Helps develop, revise, and implement policies, procedures, and clinical workflows in accordance with hospital, departmental, regulatory, and accreditation standards.
  8. Supports clinician compliance with documentation standards, clinical practice requirements, regulatory expectations, and hospital policies.
  9. Participates in quality assurance, utilization review, patient safety, and performance improvement activities, including audits and case reviews as needed.
  10. Participates in review and response to patient complaints and service concerns in accordance with institutional policy.
  11. Serves as liaison between OPC and other hospital services (including inpatient psychiatry, CPEP, medical services, and community-based providers) to improve care coordination, patient transitions, and continuity of care.
  12. Collaborates with hospital administration, departmental leadership, consulting services, and external agencies regarding operational and clinical matters affecting the OPC.
  13. Represents the OPC in departmental, hospital, and interdisciplinary committees and initiatives.
  14. Supports strategic planning and program development initiatives within ambulatory psychiatry services.
  15. Operates in accordance with the mission, vision, and values of Bellevue Hospital and NYC Health Hospitals.

Staffing and Supervision

  1. Provides clinical and administrative supervision to psychiatric staff within the OPC.
  2. Collaborates with interdisciplinary leadership regarding supervision, staffing, workflow management, and performance issues involving non-psychiatric clinical staff.
  3. Participates in recruitment, interviewing, onboarding, and retention efforts for clinic staff.
  4. Assists with staff evaluations and provides feedback regarding professional development and performance improvement.
  5. Counsels staff and makes recommendations to divisional leadership regarding disciplinary or personnel matters as appropriate.
  6. Promotes a collaborative, respectful, and interdisciplinary clinical culture.

Reporting and Performance Monitoring

  1. Reviews and monitors clinic activity, including visit volume, access metrics, productivity, patient outcomes, and other operational indicators.
  2. Oversees timely follow-up of documentation, open encounters, and other compliance-related clinical activities.
  3. Prepares reports related to clinic operations, incidents, quality improvement initiatives, and annual program activities as requested by divisional or departmental leadership.
  4. Participates in the investigation and review of significant incidents, complaints, and patient safety concerns.

Meetings and Committee Participation

  1. Facilitates or participates in intake, case conference, high-risk case review, and multidisciplinary care meetings as appropriate.
  2. Participates in divisional, departmental, operational, finance, quality improvement, and hospital-wide meetings as assigned.
  3. Supports interdisciplinary collaboration through regular communication with clinical and administrative stakeholders.

Education and Training

  1. Participates in teaching, supervision, and didactic activities for medical students, residents, psychology interns, fellows, and other trainees.
  2. Supports orientation and onboarding of new clinical staff and trainees.
  3. Collaborates with training leadership, including psychology internship and residency program leadership, regarding educational and clinical training activities within the OPC.
  4. Provides clinical supervision to trainees as appropriate.

Clinical Responsibilities

  1. Maintains an active clinical practice within the OPC, providing direct patient care equivalent to, at minimum, 0.5 FTE or as otherwise determined by divisional leadership.
  2. Provides psychiatric evaluation, treatment, and ongoing clinical management for adult outpatients with complex psychiatric needs.

Required Education, Licensure, and Certification

 

  1. MD or DO degree from an accredited medical school.
  2. Board certification in Psychiatry by the American Board of Psychiatry and Neurology (ABPN), or board eligible with expectation of certification.
  3. Current New York State medical license and DEA registration.

Preferred Knowledge, Skills, and Experience

 

  1. At least three years of leadership experience
  2. Demonstrated leadership experience in outpatient psychiatry, behavioral health administration, academic medicine, or related clinical settings.
  3. Strong clinical, operational, organizational, and supervisory skills.
  4. Experience working within interdisciplinary treatment settings.
  5. Knowledge of regulatory, accreditation, and quality standards relevant to outpatient behavioral health services.
  6. Excellent communication, collaboration, and problem-solving skills.
  7. Commitment to patient-centered, recovery-oriented, and trauma-informed care.
  8. Proficiency with electronic medical records and standard computer applications.
