What are the responsibilities and job description for the Regional Director - Brooklyn position at NYS Public Employment Relations Board?
Responsibilities: The Brooklyn Regional Director performs three distinct roles:
• Administrator: Plan and coordinate the work of the Brooklyn Regional Office in consultation with the Chairperson and program directors. Supervise staff and insure orderly operation of regional office.
• Administrative Law Judge: ALJs perform the crucial role at PERB of conferencing (e.g., mediating) and, if necessary, ruling after a hearing on labor and management disputes and issues. The incumbent will prepare for and conduct prehearing conferences, assisting the parties to reach an agreement. If resolution is not possible, they will conduct a hearing. They will prepare a decision in representation matters and in improper practice cases which, in both types of cases, contain a statement of the issue and relevant facts, together with a discussion and analysis of appropriate precedents. The decision becomes binding on the parties if it is not appealed to the Board. They will engage in legal research and prepare correspondence and other writings in response to inquiries received from PERB's constituents.
• Mediator and Conciliator: Serve as mediator on significant cases, particularly those impasse situations which are the most complex and delicate in nature. The incumbent serves in strike situations and is responsible to the Director of Conciliation with respect to the agency’s methodology for resolving the dispute. They will perform similarly when disputes are handled by a per diem panel or staff member and advise and suggest tactics and assist the neutral in deciding how best to bring about a resolution of the dispute. They will engage in numerous meetings prior to negotiations between parties to help set the tone for the actual negotiations; this is referred to as “preventive mediation”. This activity is year-round and accounts for numerous settlements of issues before such issues are formally presented in negotiations.
