Reporting to the Executive Deputy Commissioner for the Office of Temporary and Disability Assistance (OTDA), the incumbent will provide overall leadership and direction, including all matters of policy and management to the Division of Child Support Services and its its efforts to reduce child poverty and strengthen New York families. The incumbent will serve as New York State’s Director of Child Support responsible for the oversight and supervision of New York State’s child support program. Specifically, the incumbent will:

  • Provide organizational leadership and management to ensure successful oversight, implementation and administration of the statewide child support services program, including by districts and OTDA contractors.
  • Provide overall direction and leadership for the Division of Child Support Services including strategic planning, budget, policy, systems, operational and personnel decision-making. Responsible for ensuring the Division’s work products are of high quality and completed in a timely manner.
  • Oversee the development, definition and interpretation of State policies and procedures regarding the child support program.
  • Provide advice and support to agency senior executives, especially in integrating the Division’s goals and missions with those of the agency. Keep the Commissioner’s office informed of critical deadlines and emerging issues.
  • Provide necessary program and policy direction and oversee/monitor social services district child support program administration, performance and compliance with federal and State rules, regulations and policies.
  • Represent OTDA as the chief program and policy liaison to the federal oversight agency, Health and Human Services, and the Office of Court Administration, as well as state agencies and community organizations. Develop and direct program linkages within OTDA and with external entities to ensure successful implementation of the program.
  • Ensure program staff identify, assist in developing, testing and monitoring and troubleshooting the statewide case management system to support the administration of the program consistent with federal and state requirements and to ensure proper, timely and accurate file and data exchanges, processing of applications, payment processing and case management.
  • Promote and advance OTDA, and the child support program and initiatives, to the general public, statewide partners and national colleagues.
  • Identify opportunities, develop plans and implement initiatives to improve the OTDA and Division program service delivery consistent with OTDA mission and goals.
  • Oversee several specialized Division responsibilities including the hospital-based parentage program and the access and visitation program.
  • Direct the preparation, review, analysis and submission, where appropriate, of federal financial statistical and other program reports.
  • Assist and support the preparation of the Division budget and participate in forecasting needs for staffing, equipment materials and supplies.
  • Implement and develop as needed, procedures for staff training, program review and evaluations, program audits, and correspondence and assignment tracking. Oversee and monitor work plans to achieve Division and programmatic goals and performance measures.
  • Perform a full range of personnel management activities in coordination with Human Resources and Labor Relations.
  • Support and provide oversight and compliance with the agency internal controls program.
  • Provide oversight for program management to develop timely procurements, contract monitoring and management.
  • Keep informed of relevant best practices and evidence-based policies and practices by other states and contribute to the national dialogue on existing and emerging child support issues and policies.

Qualifications

Minimum Qualifications

Minimum Qualifications: The candidate must possess a bachelor’s degree and have nine years (9) of relevant experience within human services management (either government and/or not-for-profit entities).*

  • Substitutions: Four (4) years of additional relevant specialized experience OR associate degree and two years of additional relevant experience may be substituted for bachelor’s degree. J.D. or master’s degree may substitute for one year of relevant experience.

Preferred Experience Includes

  • At least four (4) years of experience in a managerial capacity
  • At least four (4) years of managing human services programs
  • Experience managing many staff in a manner that promotes quality outcomes and a positive work environment
  • Experience with writing, analyzing, and implementing regulations
  • Ability to obtain and analyze information from various sources and make appropriate decisions
  • Demonstrated ability to manage a diverse portfolio and to lead teams in a manner that results in the timely delivery of quality services
  • Strong communications skills, both oral and written
  • Demonstrated experience in working collaboratively across systems to achieve customer-focused outcomes
  • Substantial experience in overseeing/administering child support programs
  • Familiarity with writing or interpreting government regulations
