Duties
Reporting to the Executive Deputy Chief Information Officer, Chief Strategy Officer will lead the development and execution of strategic technology initiatives that advance the organization's mission and goals. This senior leadership role will be responsible for driving innovation, fostering collaboration, and ensuring the effective delivery of technology solutions and services to the citizens of New York State. The Chief Strategy Officer will play a critical role in shaping the future of technology within the state government, focusing on strategic leadership, technology advisory, and process improvement. Duties include the following:
Minimum Qualifications
Nine (9) years of experience in developing, leading, and managing experience in planning technology strategy initiatives for large complex agencies/companies
Four (4) of which must have been at the management level, with a strong foundational knowledge of technology trends, strategic planning principles, and driving organizational change.
Preferred Qualifications
ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Fingerprinting and background check are required for employment with ITS.

- Lead the development and implementation of the organization's strategic technology plan, aligning it with the overall goals and objectives of the state government.
- Define and monitor key strategic KPI’s for product delivery and operational excellence.
- Define and adjust strategies based on internal and external performance feedback.
- Lead the assessment of agency’s capability to deliver on the strategic initiatives.
- Identify and evaluate emerging technologies and trends, providing strategic recommendations on how they can be leveraged to improve government services and operations.
- Lead research, strategy creation, and development of new technology products and services.
- Expand the organization’s technology research and analytics offerings.
- Collaborate with internal teams to ensure alignment and effective execution of strategic technology initiatives.
- Create, track, and visualize metrics related to strategic initiatives and performance.
- Drive technology strategy, lead initiatives, and transform customer service experience.
- Lead internal and external consulting IT engagements, maturing services and assisting with business development.
- Oversee and coach engagement managers, strategy analysts, and product managers.
- Coordinate with team members to scope and resource technology projects.
- Provide strategic guidance and support to other departments within the organization on technology-related matters.
- Develop and maintain strong relationships with key stakeholders, including other government agencies, industry partners, and community organizations.
- Ensure compliance with all applicable laws, regulations, and policies.
- Oversee project management and business analysis activities related to strategic technology initiatives.

- Deep understanding of government operations, technology trends, and strategic planning principles.
- Strong leadership and management skills, with the ability to effectively lead without direct authority.
- Excellent communication, interpersonal, and presentation skills.
- Demonstrated ability to build and maintain strong relationships with key stakeholders.
