Duties Description

Under the direction of an Information Technology Specialist 4, SG-25, within Dedicated Support for New York State Office for People With Developmental Disabilities (OPWDD), the Business Systems Analyst 2, SG-23 will serve as a key member of the Business Analysis team, collaborating with OPWDD staff to develop and document innovative technical solutions for system enhancements and new applications. As a member of the Business Analyst Unit, this person will play a vital role in bridging the gap between business needs and technical implementation, ensuring successful project delivery. Specific duties include, but are not limited to:

  • Lead requirements gathering and design sessions by facilitating sessions to define and document the functionality needed to meet requirements.
  • Translate business needs into technical designs by using strong analytical and writing skills to convert user requirements into clear, concise, and actionable technical specifications.
  • Work closely with both business Subject Matter Experts (SME) within OPWDD as well as technical SMEs to create solution recommendations.
  • Create design and analysis visualizations to demonstrate approved solutions such as flow charts, process modeling, and data analysis tools.
  • Communicate effectively with various stakeholders including business users, technical teams, and management.
  • Provide mentorship and guidance by supervising and mentoring junior members of the team, fostering their growth and development.
  • Perform the full range of supervisory duties, as applicable.

Qualifications

Minimum Qualifications

Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:

  • Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
  • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
  • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
  • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
  • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and can achieve the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.

Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification. **

Additional Comments

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
