Duties Description

  • Develops and administers mandated programs for the Health & Safety unit.
  • Conducts extensive field visits, on-site inspections, accident investigations, safety training, and awareness programs for OGS and all hosted State agencies.
  • Determines applicability of safety and health standards to agency operations.
  • Ensures compliance with mandatory federal, State and departmental safety and health requirements.
  • Develops quality assurance and quality control mechanisms to evaluate safety and health program effectiveness.
  • Monitors compliance with safety and health policies and procedures.
  • Requests review from agency managers for periodic updates and revises policies and procedures, as necessary.
  • Participates in the review process to ensure compatibility of agency safety and health policies and procedures with agency operating procedure.
  • Develops and conducts mandatory safety and health training programs, while advising management of the need for safety and health related training programs.
  • Coordinates safety and health training activities with agency management and other hosted State agencies.
  • Performs a full range of supervisory duties.
  • Performs other duties as assigned.

Operational Needs:

  • Possess and maintain a valid NYS Driver’s License issued by the NYS Department of Motor Vehicle or otherwise demonstrate the capacity to meet the transportation needs of the job.

Notes:

  • There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) * and applicants must meet the following minimum qualifications to be considered for this position:

Required experience: Seven years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes.

  • Applicant degrees in related fields may substitute for experience as follows:
  • Associate degree: two years of specialized experience.
  • Bachelor’s degree: four years of specialized experience.
  • Master’s degree: five years of specialized experience.
  • Doctorate degree: six years of specialized experience.

OR

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 18 as a Fire and Safety Representative and eligible for transfer under Section 70.1 of the Civil Service Law

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
