Duties Description

In a fast-paced Team environment, the candidate will be guided to work independently on projects while being supported by BBM management Specifically, this position will be responsible for the state operations budget for childcare programs with the following responsibilities:

Budget Development - In conjunction with program area, develops the annual budget request documentation and evaluates proposed legislation.

Budget Implementation- The incumbent will perform day-to-day budgeting analyst functions such as reviewing program plans, Requests for Proposals, staffing, programmatic narratives, Federal and State legislation. Tasks include coordinating with program staff and preparing fiscal analyses.

Budget Monitoring- The incumbent will be responsible for monitoring revenue and expenditures, preparing fiscal analyses and budget journals, developing cash projections, analyzing General Funds and Federal Funds, and working with OCFS staff, and other staff, as necessary, to complete assigned tasks.

Assists in the development and implementation of budgetary policy and recommendations to support the executive and enacted budgets. Communicates closely with other bureaus and offices within the agency to perform assigned budget related tasks as appropriate. Analyzes available funding and expenditures to ensure funding is maximized to meet agency goals and to ensure the effective and efficient utilization of resources.

Analyzes Federal and State laws, regulations, policies and proposals for fiscal and programmatic impacts. Reviews comparable programs, agencies or jurisdictions to assist in providing relevant criteria. Ensures compliance with Federal grants and State funding sources.

Minimum Qualifications

Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The minimum qualifications are as follows;

Budgeting Analyst Trainee 1 (equated to SG-14 $56,655 ): Four years of experience in budget estimation, justification, and expenditure control functions.

Budgeting Analyst Trainee 2 (equated to SG-16 $63,180): Five years of experience in budget estimation, justification, and expenditure control functions.

Senior Budgeting Analyst, (SG-18 $67,119) : Six years of experience in budget estimation, justification, and expenditure control functions.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Additional Comments

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. After one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified

The starting salary listed, applies to candidates starting as a Budgeting Analyst Trainee 1, equated to a SG-14. The salary for candidates appointed to a Senior Budgeting Analyst SG-18 starts at $67,119. For current New York State employees, salary is based on the candidate’s salary at the time of hire.

Telecommuting is available for this position; however, it is at the sole discretion of the assigned supervisor and the Bureau of Budget Management when a candidate may be considered. Telecommuting applications will be reviewed and approved on a case-by-case basis in accordance with the OCFS Telecommuting Pilot Program Policy.

Free parking is available at the Rensselaer location. Work hours are 9-5 with periodic mandatory overtime during the budget season.

Background Investigation Requirements

  • All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
  • All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
  • For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
