The incumbent of this position will report to the Public Safety Unit within the Office of Counter Terrorism.

Ability to research, evaluate and analyze complex data including emerging trends, threats and technologies; Prepare comprehensive reports & presentations; Present material in a public forum; Communicate effectively, verbally and in writing; Establish effective relationships with a wide variety of stakeholders; Handle classified, confidential and/or sensitive information. This position shall function as the "Emergency Services Intelligence Officer" and carry out all duties as outlined below.

Duties Include But Are Not Limited To The Following

  • Implement New York State's Intelligence Liaison Officer (ILO) program for non-law enforcement first responders, to include coordinating the efforts of over 100 ILOs across the state and maintaining relationships with county-based emergency services leadership.
  • Conduct counter terrorism outreach, education, and intelligence and information-sharing amongst the public safety disciplines (to include fire, emergency medical services, emergency management, hazardous materials, public safety answering points, etc.) to raise awareness regarding current terrorism trends, tactics, and procedures, and responder safety issues.
  • Develop training materials, identify disparities in curriculum deliveries, and travel to under served geographical areas to deliver terrorism awareness training to public safety personnel.
  • Oversee program administration, including on-boarding, training and establishing new ILOs as contractors, processing training requests and deliveries, and planning, organizing and conducting an annual educational conference.
  • Maintain databases related to program activities including grant expenditures.
  • Collaborate with the New York State Intelligence Center (NYSIC) to identify intelligence and information needs of the non-law enforcement first responder community. Partner with law enforcement, including the Field Intelligence Officer (FIO) program, to identify areas of mutual concern, foster relationships, and bridge gaps to enhance cross-discipline information and intelligence sharing.
  • Serve as a liaison to the New York State Intelligence Center (NYSIC) to provide emergency services sector information, insight, and predictive analysis to develop threat assessments, situational awareness bulletins, briefings regarding current events, and other products appropriate for the public safety community.
  • Foster relationships with program managers and analysts from other states and municipalities in similar roles to learn best practices, collaborate, and support working groups.
  • Represent the agency at conferences, meetings, etc. as appropriate.
  • Travel will be required.
  • Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
  • Other duties as assigned.
  • The candidate will be expected to work with law enforcement and public safety sensitive information and will need to obtain and maintain a national security clearance. The candidate must also be prepared to build and maintain constructive working relationships with public safety professionals and agencies throughout NYS, and accordingly, considerable travel is expected.

Qualifications

Minimum Qualifications

NON-COMPETITIVE

One year of permanent service as a Homeland Security Program Analyst 1;

OR

Seven (7) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Additional Comments

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

Salary : $86,681 - $109,650
