Duties Description

Supervise the Bulk Storage Section of the Region 9 Division of Environmental Remediation Spill Prevention and Response Unit. Ensure compliance with State and Federal laws and regulations at regulated petroleum and chemical bulk storage facilities. Generate and track program Work Plan and inspection schedule yearly and ensure all facilities are inspected on schedule as required. Delegate workload to staff and ensure schedules are met. Track Key Performance Indicators (KPI) for program and staff, implement changes as necessary to efficiently operate at a high level of performance.

Inspect facilities in accordance with the annual work plan, complete detailed inspection reports, update the database, and upload necessary documentation. Provide follow-up to ensure compliance issues are corrected, prepare and track Notices of Violation (NOV) and legal referrals for enforcement. Ensure tracking of facilities registration and inspection status is current, information in the database is maintained accurately, and corresponding documentation is uploaded per program policy. Provide guidance and assistance to staff, other DEC programs, the regulated community, municipalities, and outside agencies.

Manage remediation of assigned petroleum and chemical spills, including long-term remedial projects in the spills program, tank test failures, contamination observed at regulated bulk storage facilities, and assist with implementation of ongoing remediation projects. Manage DEC oversight of regulated tank installations, repairs, and removals. Review groundwater monitoring data, permeability assessments, analytical reports, hydrogeological investigations, work plans, and closure reports. Provide clear and prompt direction to contractors and responsible parties to ensure issues are mitigated in accordance with DEC guidelines. Provide guidance to staff as needed or requested regarding bulk storage sites or remedial projects. Conduct emergency preparedness planning with federal and local agencies, including the development of regional Geographic Response Plans. Provide information and direction as needed during emergency incidents, including outside business hours.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

A New York State Professional Geologist's license and current registration and a bachelor' degree or higher in earth science, engineering geology, environmental geology, environmental geosciences, geochemistry, geological engineering, geology, geological science, geophysics, or hydrogeology.

Candidates May Also Be Eligible Via The Following

Reassignment - Currently in the title and an employee of DEC.

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer via Section 70.1 of the Civil Service Law.

Preferred Qualifications

Excellent verbal and written communication skills are required to communicate with the regulated public, other emergency response personnel, consultants, and DEC regional and central office staff. Experience performing bulk storage inspections to ensure compliance with State and Federal regulations is preferred. Experience with project management and program supervision is preferred.

Additional Comments

  • The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.

The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Use of personal protection equipment, including a respirator, will be required.

Must be able to negotiate difficult terrain.

Must be able to work in remote areas.

Must be able to work in adverse weather conditions.

Travel may be required.

Overtime may be required.

Overnight travel may be required.

Weekends and holidays may be required.

Must be available for emergency response.

Must be available to respond to after-hours emergencies.

Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.

Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.

Must be able to lift and move objects up to 50 pounds.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
