The Conservation Operations Supervisor 2 (COS2) will support our recreation program by overseeing campground operations.
Duties include developing the recreation spending plan, reviewing recreation financial reports, overseeing day-to-day operations, maintenance, and all campground construction activities. The COS2 will be responsible for developing maintenance and work planning activities, coordinating central office directives, implementing the Department's Strategic Plan, ensuring that our regional facilities meet accessibility and sustainability standards, coordinating special events, managing NYWORKS, Adventure NY, and Capital projects, reviewing and approving work schedules, observing work in progress, procurement of supplies and materials, obtaining quotes for various projects, preparing purchase requisitions, administering and managing contracts, and submitting schedules, reports, and work orders accurately and on time.
The COS2 will also be a working supervisor of one or more small crews responsible
for completing a variety of tasks. These responsibilities may include the supervision,
maintenance, operation, rehabilitation, improvement, or construction of
department infrastructure and facilities.

Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).
Open Competitive
Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.
Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Individuals may be eligible for competitive appointment via the following:
Reassignment Eligible - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.

Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must be able to lift and move objects up to 50 pounds.
