Primary Role:
This position supports Grades PK-12. Under the direction of the Chief of Schools, the Coordinator of Emergent Bilingual Support administers the planning, organization and direction of state and federal EB programs in cooperation with the Federal Programs Compliance Coordinator as well as other District leaders. The Coordinator performs highly complex, managerial, and strategic work and is responsible for administering, coordinating and overseeing the implementation of all EB programs and services. Performs related work as directed.
Qualifications
Master’s degree in education, administration, or related field
Three years of educational leadership
Experience in federal programs and/or grant management
Proficiency in data analytics
Experience leading collaborative efforts with stakeholders responsible for coordination, implementation and monitoring federal programs and grants
Skills:

2. Instructional Expertise
Knowledge of second language acquisition and effective EB teaching strategies
Understanding of culturally responsive pedagogy
Ability to evaluate and align instructional materials and assessments
3. Data & Compliance
Knowledge of federal and state compliance (e.g., Texas English Language Proficiency Assessment System - TELPAS, LPAC procedures)
Data analysis skills to drive instruction and program improvements
Monitoring and ensuring compliance with Texas Education Agency (TEA) requirements
Prepare and support LPAC BOY, MOY and EOY meetings, including required state communications and related compliance.
4. Communication & Collaboration
Bilingual (Spanish-English) fluency is highly preferred
Strong written and verbal communication skills
Ability to collaborate with principals, teachers, parents, and community stakeholders
5. Professional Development
Planning and delivering PD for teachers, aides, and administrators
Coaching and mentoring bilingual/ESL educators
Staying current with best practices and research in language education
Major Duties and Responsibilities:
Provide leadership regarding all applicable state and federal statutes governing English learner/emergent bilingual programs.
Design, implement, and evaluate Bilingual/ESL programs aligned with state (Chapter 89, TAC) and federal (Title III) requirements.
Lead curriculum development, instructional strategies, and program model
Coordinate the selection and implementation of instructional materials for ELs.
Ensure district compliance with TEA and federal regulations for ELs (e.g., LPAC procedures, TELPAS, PEIMS coding).
Oversee the administration and analysis of EL assessments (e.g., TELPAS, LPAC decisions).
Monitor student progress collaboratively with the Superintendent, campus administrative teams, and data fellow using achievement data (STAAR, TELPAS, etc.) to inform program decisions.
Use data to drive continuous improvement and make instructional and staffing recommendations.
Provide professional development for administrators, teachers, and LPAC members on effective EB instruction and legal compliance.
Collaborate with Human Resources on recruitment and certification of bilingual/ESL teachers.
Serve as liaison between the district and parents of EB students; support parent engagement initiatives.
Collaborate with principals, instructional coaches, teachers, and other departments (SPED, 504, GT, Curriculum) to support ELs in all learning environments.
Site Manager for MSCLASS Project- Coordination and collaboration with Project Staff, NYOS Teachers and Administrators.
