Position Summary: The Office of Nonpublic and Charter Schools is responsible for more than 800 nonpublic schools, 240 charter schools, and 370,000 students throughout all five boroughs of NYC. Office of Nonpublic and Charter Schools works collaboratively with City Hall, New York City Public Schools (NYCPS), various religious leaders, school leaders, elected representatives, the standing committee members as well as community members from diverse religious and cultural and linguistic backgrounds. Office of Nonpublic and Charter Schools is responsible for more than $100M in federal funding in support of ESSA across various Title funding sources, $46M in allocations for the Smart Schools Bond Act (SSBA), and additional funding allocations. Our office is tasked with ensuring all eligible students receive services in alignment with state and federal guidelines and with timely and meaningful collaboration with the Standing Committee.
The Program Specialist is a key member of the Office of Nonpublic and Charter Schools Finance and Human Resources team. The team is responsible for the oversight of approximately 800 nonpublic schools and 240 charter schools. The Program Specialist serves as the point of contact for school principals, assistant principals, superintendents, school secretaries and contracted vendors, demonstrating a high level of expertise and customer service in assisting school procurement needs. The position will perform administrative duties in the Office of Nonpublic and Charter Schools related to providing support services to non-public schools participating in various federal and state funding sources. A focus is placed on providing excellent customer service in assisting schools in obtaining needed items to meet their instructional needs. Performs related work.

Responsibilities
- Oversees the process of communication and engagement with external providers and over 900 school personnel.
- Assist the Budget Director with recommendations for funding for internal and external partners through data reporting, analysis, and creation of guidance documents.
- Creates engagement and communication plan to ensure compliance of work plans and agendas with federal, state, and city regulations.
- Provides guidance to external providers and over 900 school personnel with creation, review, and approval of work plans, agendas, and purchase orders to ensure compliance with various federal, state, and city SOP guidelines.
- Prepares and communicates evaluation reports, performs analyses and reviews program plans, funding and performance to internal and external partners.
- Communicates and engages with Office of Nonpublic and Charter Schools staff to evaluate and monitor the capacity of external providers to provide Title funded and related Family Engagement support services.
- Assists with the coordination, review, preparation, and communication of responses, including providing data to inquiries received from internal and external stakeholders regarding service providers.
- Performs appropriate background checks, including review of PETS credentials, for external partners and communicates results and next steps.
- Analyzes documents for compliance with city and state guidelines with regards to expenditures and communicates next steps to external and internal partners.
- Manages and maintains accurate inventory needed for reimbursable programs for City, State, and Federal review.
- Prepares and monitors inventory for major projects.
- Maintains a filing and archive system as needed to ensure accuracy for audits.
Minimum
- A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.
- Strong oral and written communication skills.
- Experience in one or more of the following areas: budgeting, grants management, contracts, procurement, human resources, payroll, technology (applications support/training), food and transportation.
- Strong attention to detail and proven analytical skills.
- Knowledge of NYCPS Standard Operating Procedures (SOP) for procurement.
- Experience with and knowledge of NYCPS and City systems, e.g., FAMIS/FMS.
- Strong Microsoft Office 365 skill set, specifically in PowerPoint, Excel, Word, and Outlook.
