Position Summary: New York City Public Schools (NYCPS) provides resources and programs to improve building and resource efficiency, addressing environmental issues and social inequities to support lasting change. The collaborative team manages numerous programs across nearly 1,600 schools and 1,300 buildings that foster stakeholder engagement, climate action, and optimize operations to reduce environmental impact.

The Office of Energy & Sustainability (OES) works with school-based stakeholders, central NYCPS Offices, non-profit partners, and other City agencies to reduce greenhouse gas emissions, reduce waste and maximize waste diversion, and support the connection of climate and sustainability leadership and action to staff and students. The mission-focused Office supports a variety of ambitious, City-aligned sustainability and climate goals and Mayoral initiatives.

The Energy Analyst will support processes and quality control over energy data and benchmarking, metering infrastructure, mandatory reporting, data visualization, and support the Senior Energy Analyst to identify trends, usage patterns, and opportunities for improvement across 1300 buildings. The Analyst will assist OES’s goals for energy efficiency and emissions reductions through the optimization of data quality, processes, programs, and tools. This role requires comfort working with large datasets, numerous internal/external stakeholders, and strong analytical capabilities to improve data quality and support strategic leadership decision-making. Performs related work.

Key Relationships: OES Energy Management Team, Custodian Engineers, Office of School Facilities (central and borough teams), contractors, school-based staff, DCAS Division of Energy Management (DEM), utility providers (Con Edison, National Grid), School Construction Authority (SCA), Department of Buildings.

Responsibilities

  • Lead advanced analytical research on energy consumption trends, emissions performance, and operational drivers impacting school buildings.
  • Design and refine data methodologies, validation processes, and evaluation frameworks that strengthen citywide energy reporting accuracy.
  • Conduct complex quantitative and qualitative analyses to identify long-term energy performance patterns and propose data-driven interventions.
  • Develop predictive insights, modeling scenarios, and creating research-backed recommendations to support strategic planning and policy development.
  • Serve as an analytical subject matter expert to internal teams, City agencies, and partner entities on data integrity standards, research methodology, and energy forecasting.
  • Produce comprehensive research summaries, technical memoranda, dashboards, and briefs for senior leadership and cross-agency partners.
  • Guide junior analysts, project staff, or contractors on data processes, research protocols, and analytical best practices.
  • Represent OES in collaborative research efforts with external partners, supporting high-quality data exchange and joint analytical initiatives.
  • Assist Senior Energy Analyst with Local Law 84 processes and compliance, updating and verifying benchmarking data in EPA Portfolio Manager.
  • Review and update Borough-Block-Lot (BBL) and Building Identification Number (BIN) information and changes annually.
  • Investigate and resolve missing or inconsistent building/energy data, liaising internally and externally with agencies, utilities, and contractors.
  • Support management of over 4,000 utility accounts including inspections, meter upgrades, installation/removal requests, and issue resolution.
  • Assist with URIF/SBMR processes, documentation, and coordination with SCA, DEM, and utility providers.
  • Conduct trainings for SCA Project Officers on standard operating procedures for meter/utility requests.
  • Coordinate meter upgrade programs (e.g., Con Edison Smart Meters) with facilities.
  • Analyze utility accounts for billing anomalies and identify root causes.
  • Manage communications and requests related to utility notices.
  • Respond to energy data requests and support reporting needs.
  • Coordinate annual Building Energy Efficiency Rating (Local Law 33/95) communication, tracking, and data verification.
  • Support Heat, Light, Power (HLP) budgeting with SCA, including load letter coordination.
  • Manage and troubleshoot solar production, consumption, and net-metering data issues in partnership with OES Solar team.
  • Analyze estimated meter readings for billing and reporting accuracy.
  • Support annual reporting deliverables and emissions analysis.
  • Assist with monitoring Demand Response events during emergencies.

Qualification Requirements

Minimum

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Salary: $87,743 - $100,904

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
