Job Description
NYCHA’s Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external. EMSD was formed in April of 2022 with the merging of NYCHA’s Office of Emergency Management and Emergency Services Department.
EMSD is seeking to hire an Emergency Management Planning Associate reporting to the Planning Coordinator, of the EMSD’s Preparedness Unit. Daily responsibilities as an emergency management planning associate include but are not limited to the following:
- Assist the Planning Coordinator with the maintenance of the Comprehensive Emergency Management Plan to include the hazard-specific, functional and support annexes, job aides, etc.
- Work with the Planning Coordinator with creating and maintaining templates, protocols, procedures and/or plans identified for NYCHA’s preparedness, response, and management of emergency incidents.
- Assist with inter-department and interagency planning for large-scale incidents and events and the documentation and evaluation of the handling of major emergencies.
- Create Situational Awareness reports, Incident Action Plans, After Action reports and Improvement plans for emergency activations.
- Coordinate and consolidate required information from valid emergency management sources and from NYCHA departments that have an identified role and responsibility in the response to emergency incidents to assist with the creation and maintenance of emergency plans.
- Work with the EMSD Training and Exercise Coordinator to ensure all required NYCHA personnel are trained on the Comprehensive Emergency Management Plan (CEMP) (to include its annexes) and its accompanying documents and are exercised regularly.
- Assist with the creation and maintenance of the Test, Training and Exercise Plan.
- Assist with the maintenance of the Continuity of Operations (COOP) plan.
- Draft project-related documents including schedules, project plans, presentations, meeting agenda, minutes, status reports, administrative duties, monitor and track emergency messages and notifications, etc.
- Work cooperatively with other departments, city agencies, elected officials, and residents of NYCHA.
- Utilize GIS technology to analyze hazards and perform risk assessments.
Additional assigned duties as a Planning Associate may include the following:
- Support emergency management functions such as resident preparedness, public information, and program administration
- Assist in fulfilling duties and assignments in support of the NYCHA Emergency Operations Center (EOC) activation, playing a crucial role in coordinating response efforts during emergencies and disasters to ensure swift and effective action.
- Conduct specific seasonal preparedness tasks and activities, including coastal, summer, and winter.
- Support emergency response efforts coordinated by EMSD

1. Possession of a Valid Driver's License: Possession of a valid driver's license and the ability to drive, enabling mobility and facilitating effective coordination and response efforts during emergencies and/or during preparedness outreach and coordination efforts with stakeholders and residents.
2. Flexibility in Work Schedule: Flexibility to work evenings, weekends, and holidays as needed during emergencies or special events, demonstrating commitment to always ensure preparedness and community safety.
3. Proficiency in Relevant Software Tools: Proficient in Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint, Teams, Forms) and other relevant software tools to facilitate efficient communication, data management, and project coordination.

Minimum Qualifications
Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
Preferred Skills
1. Proficiency in a language in addition to English (preferably Spanish, Chinese, or Russian). 2. Practical experience in a planning, response or recovery role of a large-scale real-life disaster or planned event. 3. Demonstrate knowledge of New York City’s emergency management landscape (CIMS). 4. Ability to work in a high-pressure environment and under stringent deadlines. 5. Ability to manage multiple assignments and handle sensitive information. 6. Worked within a local, state, government, or social institution, specifically Public Housing Authority. 7. Completion of ICS or CIMS 100, 200, 700 and 800 training. 4. Experience in Business Continuity Planning. 5. Proficient with Microsoft office applications (Word, Excel, Access, Project, Power Point). 6. Demonstrate work experience in the creation and maintenance of policy, procedural and/or emergency plans. 7. Strong verbal and written communication skills to effectively convey information to government internal and external partners. 8. Excellent conceptual, organizational, and analytical skills. 9. Works well within a team structure.
