Job Description
Under general supervision, with latitude for independent initiative and judgment, implements staff administration, employee relations programs and practices incorporating such activities as recruitment, sourcing of resumes, candidate selection and placement, classification and salary administration, background, employee relations, benefits and employee record information programs.

Summary of Duties and Responsibilities:
- Manage the Peoplesoft, Position Management actions, which includes but not limited to updating, creating positions and reports to changes.
- Manage the overall recruitment process in the Human Resources information System, which includes but is not limited to, posting approved positions, sourcing resumes, extending job offers and scheduling onboarding appointments.
- Conducting preliminary interviews, evaluates training, experience, background and qualifications, recommends for consideration and facilitates placement of candidates.
- Responsible for Employment Administration actions in PeopleSoft, which includes but is not limited to, future dating new hires, promotions, salary adjustments and terminations.
- Assist with recruitment and onboarding of prospective candidates for employment, which includes but is not limited to, validating credentials, background searches and fingerprinting.
- Obtains comparative wage and salary data. Conducts periodic wage surveys, analyzes and prepares recommendations.
- Responsible for Background Compliance, which includes but is not limited to, reviewing background and personnel records for new hires and title changes before final offers are extended.
- Responsible for scanning records into OnBase-Electronic Personnel File Management System.
Project Management:
- Preparation of recruitment reports and metrics
- Assist Recruitment Director with confidential and time sensitive projects
- Other projects as assigned
Minimum Qualifications
- Qualifications for Central Office.
1. A Baccalaureate Degree in Management, Economics, Business Administration, Public Administration, Psychology or related field, with emphasis on personnel administration, employee and management relations or related discipline from an accredited college or university; and,
2. Five* or three** years experience in personnel management, employee relations, management or public administration, with at least three* or one** year(s) of progressively responsible experience in personnel management, employee relations programs, administration and benefits in a large public or private organization; and,
3. Comprehensive knowledge of theory and principles and their application to personnel administration in employee relations, including aspects of training, employee development, labor relations, knowledge of research design trends and developments in personnel, employee relations and general management fields; or,
4. A satisfactory equivalent of education, training and experience.
Department Preferences
- Recruitment, background, wage & salary
- PeopleSoft HR experience
- Microsoft Office Suite skills
- 3 years of related experience preferred
- Experience with Recruitment/Retention and operations functions preferably within a union setting
- HR Certification strongly desired
- Demonstrated knowledge, skills and ability of the HR body of knowledge to fully support the recruitment unit to achieve desired outcomes
- Self-starter, analytical, flexible and a team player with strong communication skills
