HRA Domestic Violence Services (DVS) is the primary mechanism through which the City of New York provides emergency shelter and social services to victims of domestic violence and sexual assault. DVS oversees the largest network of domestic violence services in the country. These NYS mandated shelter and community-based programs provide prevention and intervention services, crisis counseling, advocacy, and legal services to help families and individuals impacted by domestic violence. The programs administered by DVS include the Domestic Violence Shelter program, the Domestic Violence Hotline, the No Violence Again (NoVA) program, the Domestic Violence Liaison Unit (DVLU) and Anti-Domestic Violence Eligibility Needs Team (ADVENT), Non-Residential Domestic Violence Services.

The NoVA Mobile Response Unit assesses clients referred by Department of Homeless Services (DHS) who may have experienced intimate partner violence while in DHS shelter. NoVA conducts an intensive assessment to determine eligibility and the level of risk to qualify for placement in a DV shelter and if safety issues would preclude placement of applicants together in shelter. The MRT assists placement in HRA’s DV shelter, while providing crisis counseling and referrals for non-residential services. The NoVA Consultation Unit provides technical assistance and training to DHS staff to help support DV clients in DHS shelter.

Under the supervision of the NoVA MRT/Consultation Unit Supervisor I (SW), with considerable latitude for independent action, directly supervises NoVA MRT/Consultation social work staff who are responsible for screening and assessing DHS referrals of clients currently in DHS shelter who are experiencing intimate partner violence to assess risk and NoVA eligibility and assist with safe placement in Domestic Violence (DV) shelter or within Department of Homeless Services (DHS).

The NoVA MRT/Consultation Unit Sup I ( (SW) is responsible for reviewing screening and assessment recommendations; approving NoVA eligibility determinations, service plans and DHS preclusions; addressing high risk situations, providing crisis information and referrals to DV non-residential and community services; establishing collaborative relationships with DHS staff and DV service providers to ensure appropriate and expeditious delivery of services; coordinating DV/intimate partner training for DHS staff, and monitoring internal administrative controls for tracking both actions taken and forms submitted for each referral.

The NoVA MRT/Consultation Unit Sup I ( (SW) is responsible for direct Supervision of NoVA MRT/Consultation social work staff who are responsible for screening and assessing DHS referrals of DHS residents experiencing Intimate Partner Violence (IPV) to provide necessary DV resources in the community and/or safe placement either in emergency DV shelters or a within Department of Homeless Services (DHS).

DVS is recruiting for one (1) Supervisor I (SW) to function as the Project NOVA MRT Supervisor who will:

  • Review NoVA screening and assessment recommendations; approve NoVA eligibility determinations, service plans, DV emergency shelter placement and DHS preclusions and assist with DV shelter placement when appropriate.
  • Oversee the review of difficult and priority domestic violence cases to immediately address and resolve high risk situations, to ensure the provision of crisis intervention, short term counseling and ongoing safety planning.
  • Procure, maintain, provide updated DV resource information and help coordinate and participate in training opportunities to support MRT/Consultation social work staff to appropriately assess and refer clients for family counseling services, children services, legal services, economic empowerment services, mental and medical health services, and housing and benefits assistance.
  • Monitor internal administrative controls for tracking both the actions taken, and outcomes.
  • Participation in training for DHS staff on Domestic Violence to advance the prevention of intimate partner violence and interface and establish collaborative relationships with DHS staff and domestic violence residential and DV community service providers as well as ACS, DOE, DOHMH and other City Agencies to ensure appropriate and expeditious delivery of services.

Hours/Schedule: Monday to Friday 9 am - 5pm flex

SUPERVISOR I SOCIAL WORK - 52631

Minimum Qualifications

  • A Master's Degree in Social Work from an accredited school of social work and one year of full-time satisfactory experience practicing social work utilizing one or a combination of casework, group work and community organization methodologies.
  • Certification and License Requirement: A valid Certified Social Worker (CSW) certificate or Licensed Master of Social Work license (LMSW) issued by the New York State Department of Education must be obtained within one year of the date of appointment. Employees who fail to obtain their CSW or LMSW within one year after appointment will automatically have their probationary periods extended for no more than six months. Failure to obtain the CSW or LMSW by the end of 18 months of service will result in dismissal.
  • Special Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities has been the subject of a child abuse and maltreatment report. The agency has the discretion to assign a candidate who has been the subject of a child abuse and maltreatment report to a position with no child-care responsibilities.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
