Your Team

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities.

APM includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Housing Supervision oversees a large and heavily-regulated portfolio of residential properties and

units, notably the approximately 45,000 units that comprise the Mitchell-Lama stock. Housing Supervision also

administers Senior Citizens’ Rent Increase Exemptions (SCRIE) for seniors living in government-subsidized

developments and HDFC cooperatives across the city. Housing Supervision is committed to ensuring that all

properties in its portfolio are safe and habitable; are compliant with City, State and Federal requirements; are

financially viable; and remain affordable for current and future residents. Housing Supervision is looking for a

College Intern who will assist in digitizing the Mitchell-Lama portfolio.

Your Impact

Mitchell-Lama developments are a critical source of affordable housing for low- and moderate-income New Yorkers.

These developments are privately owned but heavily subsidized and regulated.

As a College/Grad Schol intern focused on financial analysis and rent increase review, you will support the division’s

efforts to better understand operating costs across the portfolio, the drivers of rent increase requests, and the fees

charged at Mitchell-Lama cooperatives. Your work will help translate complex financial data into clear insights that

inform policy decisions and improve transparency for residents and stakeholders.

Your Role

You will work closely with Housing Supervision staff to review audited financial statements, rent increase budgets, and cooperative fee structures to analyze operating expenses across developments. You will help build a clearer picture of cost trends, fee practices, and rent increase impacts across the Mitchell-Lama portfolio. Your analysis will help the division develop data-driven narratives around building costs, cooperative charges, affordability, and long-term financial sustainability.

Your Responsibilities

  • Review audited financial statements for Mitchell-Lama developments.
  • Extract and organize line-by-line operating expense data across multiple properties.
  • Build and maintain spreadsheets and datasets to track cost trends over time.
  • Assist in analyzing rent increase requests and their underlying cost drivers.
  • Analyze fees and charges at Mitchell-Lama cooperatives across the portfolio.
  • Create charts, summaries, and presentations that translate financial data into clear, accessible narratives. - Support the development of internal reports, briefing materials, and policy memoranda.
  • Collaborate with staff to identify key cost pressures across the portfolio.
  • Assist with data quality checks and standardization of financial reporting

  • Interest in housing policy, urban planning, public finance, or real estate.
  • Proficiency in Microsoft Excel (pivot tables, formulas, basic data analysis).

  • Ability to synthesize complex data into clear insights.

Minimum Qualifications

As of June of the Program year the prospective intern must be a student matriculated in a college or be a recent college graduate (winter/spring term of the Program year).

NOTE: Appointment to this title is only valid for the duration of the Program, June - August each year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
