The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative City Planner, M-2, in the Emergency Management Operations Division within the Bureau of Water Supply’s Strategic Operations & Research Directorate (SOR), for a position located in Kingston, NY.

Duties

Emergency Management Operations is responsible for the administration of DEP’s Watershed Regulations which govern land development activities in the NYC watershed. This division establishes the frameworks and systems needed to respond during emergencies such as severe weather events, natural disasters, and other disruptions, maintains a suite of preparedness, response and recovery plans, provides training and exercises, and tracks risk mitigation activities. Under direction of the Executive Director, the Chief of Emergency Operations leads the Emergency Management Operations Division. Specific duties include:

  • Leads Bureau Level Emergency Operations and Resilience Activities.
  • Manages multidisciplined emergency management staff with various areas of focus.
  • Maintains and updates selected city, state and federal regulatory documents, including the Water Supply System Risk and Resilience Assessment, and provides quality Assurance to the Emergency Response Plan, Continuity of Operations Plan, and mandated risk, vulnerability, and resilience assessments.
  • Provides an audit function for the bureau’s emergency plans and maintains subject matter expertise of the associated requirements and best practices.
  • Chairs the Bureau’s Resilience Steering committee to provide leadership with updates on the status of the Emergency Management Operations section and seek direction on development of capacities related to effective emergency management and mitigation of risks.
  • Creates and maintains situational awareness of emerging threats and active incidents by coordinating internal information flow across BWS units and sustaining strong working relationships with local, state, and federal emergency managers in areas with DEP infrastructure or downstream dependencies.
  • Coordinates Emergency Incident Response Operations.
  • Manages EOC activation and operations during critical incidents to coordinate internal response and maintain operational continuity across bureau functions.
  • Lead recruitment and coordination of a trained bench of bureau staff to fill required positions within the ICS structure, ensuring availability and readiness for Plans, Logistics, and other key sections.
  • Support the Bureau’s Incident Management Team by advising Incident Command and section leads, providing subject matter expertise in emergency operations and ICS principles.
  • May serve in a Chief level ICS position during incidents when necessary to support bureau wide response coordination.
  • Act as Liaison Officer or Agency Representative during interagency operations or as part of a Unified Command structure in multi agency incidents.
  • Travel, including driving to DEP facilities located throughout the New York City watershed and within the five boroughs of New York City.

Special Working Conditions: The Chief of Emergency Operations will be required to comply with all applicable employee environmental, health, and safety policies and complete mandatory training. However, it is not anticipated that the Chief will be required to complete training in Confined Space Entry, Lockout Tagout (LOTO), or Respiratory Protection.

ADMINISTRATIVE CITY PLANNER - 10053

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
  • Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial

experience."

Preferred Skills

  • Strong understanding of emergency management principals, including the National Incident Management System, Homeland Security Exercise and Evaluation Program, and all-hazards planning. - Knowledge of the operations, risks, and emergency response considerations associated with the infrastructure and delivery of the NYC drinking water supply. - Experience leading multi agency incidents. - Ability to conduct briefings and exercises for senior Bureau executives, including the Commissioner and Deputy Commissioners, as well as external stakeholders and emergency response partners. - Certification as a FEMA Master Exercise Practitioner or Professional Continuity Practitioner. - Incident Command System (ICS) and Emergency Management Training. - Completion of FEMA ICS/NIMS foundational training and relevant FEMA Independent Study (IS) courses, related to continuity, emergency planning, and disaster operations. - Proficiency in Microsoft Office Suite of programs. - Familiarity with data visualization and reporting tools such as Power BI. - Experience using emergency and operations platforms such as: Everbridge (mass notification system), NYResponds (NYS DHSES EOC application), and PARRE (Personnel and Resource Readiness System)
