THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $85,000.00 – $90,000.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Administration (ADMIN) has employed approximately 463 public employees to provide a wide range of ACS support services to ensure all Divisions receive adequate and efficient services to carry out their respective missions. ADMIN manages a Personnel Services (PS) budget of approximately $29M and an Other Than Personnel Services (OTPS) budget of $140M. ADMIN provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.

Within ADMIN, the Office of the Chief of Staff (COS) serves as the first point of contact regarding matters related to the coordination of all operational functions to ensure key priorities/initiatives are actualized and implemented to create a unified, comprehensive, and complete solution for a multitude of complex problems. The COS plays a pivotal role in overseeing the strategic and operational functions of various ADMIN departments, including ACS Police, Design and Construction, Lease Management, Building Operations, Detention Facilities, Food and Nutrition Services, and Transportation Services. Additionally, the COS ensures the seamless integration and execution of division-wide initiatives, fostering a culture of efficiency, accountability, and innovation.

ADMIN is seeking an outstanding and dependable candidate to serve as Special Assistant – an integral member of the ADMIN Executive team charged with supporting 7000 ACS employees. Under leadership of the Deputy Commissioner with a direct report to the COS, the Special Assistant will be responsible for supporting day-to-day administrative and operational functions for ADMIN by managing the details while also operating at a high-level in the provisions of executive support.

The duties and responsibilities of the Special Assistant will include, but will not be limited to:

  • Serve as a key liaison between the Executive Office, ACS divisions, and external stakeholders by ensuring effective collaboration, responsiveness, and timely decision-making.
  • Serve as the ADMIN Wellness Coordinator tasked with ensuring staff are aware of and engaged in available wellness initiatives, including overseeing events planning/activities designed to continually enhance staff engagement and team building (e.g., annual retreat, special recognition events, etc.).
  • Provide strategic administrative support to ensure seamless management of schedules, priorities, and communications channels.
  • Assist with special projects and assignments as directed by the COS, and on behalf of the Executive Team via managing timelines, resources, and deliverables to ensure successful outcomes.
  • Support ACS Human Resources Policies, including Staffing Action Procedures, to provide high-level reports to the Deputy Commissioner.
  • Provide other administrative support, as needed.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

The successful candidate should possess: - Knowledge of human resources policies and procedures. - A minimum of 7 years of demonstrated experience and expertise in providing executive level administrative support services, including project coordination. - High detail orientation, and a heightened sense of situational awareness. - Capacity to work independently and handle confidential information with discretion and professionalism. - Excellent written and verbal communication skills, required to create written correspondence, presentations, and reports on behalf of the Deputy Commissioner’s Office. - Ability to conduct research and provide support for various projects and initiatives in a timely manner. - Experience in executing on large scale projects and activities. - Interpersonal and presentation skills with ability to work in a fast-paced environment, responsible for coordinating multiple projects and addressing matters expeditiously and independently. - Commitment to cultivating a professional, healthy, and safe work environment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
