The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families. Case Management is responsible oversight and management of the intake, adjustment, and facilitation, coordination, advocacy, planning, discharge and re-entry for juvenile delinquents, juvenile offenders, and adolescent offenders remanded to and/or placed in the care and/or custody of ACS within an assigned secure detention facility.

The Case Manager Specialists at the Crossroads Juvenile Center are responsible for the intake and overall coordination of care for youth admitted to an ACS secure and specialized secure detention facility, including individual and group counseling, the facilitation of youth-family interactions and youth-attorney contact, related crisis support, completion of adjustment reports for the Courts, discharge planning, and re-entry support to effectively ensure the adjustment of juvenile delinquents, juvenile offenders, and adolescent offenders and continuity of service, upon release.

The selected candidates will be responsible for performing the following duties but not limited to:

  • Provide daily case management services to youth at Crossroads pending court proceedings and/or sentencing (e.g., youth and family intakes, counseling, monitor and facilitate youth-family and youth-attorney contacts, youths’ access to telephone calls and correspondence, coordination of family and attorney visits, related crisis support, referrals to services, discharge planning, re-entry support).
  • Review preliminary intake information, including interview reports, assessments, observation reports, incident reports, and behavior management reports, and confers with other professionals involved in the case, where appropriate.
  • Maintain communication with parents and guardians of youth to provide regular updates concerning their status during remand to an ACS secure or specialized secure detention facility, making social service referrals, connecting them to provider agencies and community-based organizations that assist them in navigating entitlement benefits, housing, and other resources.
  • Complete and maintain case records, including intakes, adjustment reports and other documentation requested by the Courts, progress notes, contemporaneous data entry in the detention case management system of record, and internal monthly, quarterly, and annual reports (on request).
  • Collaborate with other Detention units and departments as a member of an interdisciplinary team to ensure proper coordination of activities and events, including classification, visitation, education and vocational programming, medical and mental health services, enrichment programming and recreation, religious services, and wellness programming, as well as the consistent implementation of the facility’s behavior management program.
  • Maintain collaborative relationships with entities, persons, and agencies mutually responsible for the permanency and well-being of youth in ACS’s care and custody, including scheduling and facilitating their access to remanded youth and actively participate in the development of safety plans, care plans, placement, permanency, and transition plans.
  • Together with Unit and DYFJ leadership, maintain data collection, tracking and reporting that informs the identification of admission trends, review of incidents, facility needs and capacity, policy development, and special projects.
  • Comply with all safety and security policies and regulations of the secure facility.

Note: Candidate must be willing to work weekends and holidays, and travel to/attend meetings in the community.

CHILD AND FAMILY SPECIALIST - 52408

Minimum Qualifications

A Masters Degree in Social Work from an accredited school of social work and

  • A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full-time, satisfactory, post-graduate experience that includes substantial experience in one or more of the following modalities of practice: facilitation of family team conferences or family group decision-making meetings utilizing a conferencing model which emphasizes family engagement and consensus based decision-making; clinical group work with children, youth, parents or individual families; or the conduct of professional training on topics related to child and family services; or
  • A valid New York State Registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in "1" above. Up to two years of this experience may have been in the supervision of social work practice areas described in "1" above; or
  • At least three years of the experience required in "1" above. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work license (LMSW) must be obtained within one year of appointment.

Note: Employees who fail to obtain their LCSW or LMSW within one year after appointment may have their probationary periods extended for no more than six months. Failure to obtain the LCSW or LMSW by the end of the probationary period will result in dismissal.

Note: At least one year of the required experience described in "1", "2" and "3" above must have been obtained in the last five years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
