The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that NYC receives from the New York Statewide Central Register of Child Abuse and Maltreatment. Each year, the division’s child protective services investigate about 50,000 reports. DCP is comprised of approximately 3,500 employees who work across the five boroughs at nineteen sites known as Borough Offices. DCP’s Child Protective Services staff consists of the Family Preservation and Family Services Units (FPP and FSU), Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

Reporting to the Candidacy and Systems Support Specialist Supervisor (CWSS Level I), the Candidacy and Systems Support Specialist will be responsible for supporting Division of Child Protection (DCP) Child Protective Specialist in determining and re-determining candidacy, CIN number activation and systems tracking of placements from the Children’s Center.

The Candidacy and System Support Specialist will be responsible for the following:

  • Timely determination and re-determination of financial eligibility for child’s foster care candidacy services by assessing documentation in CNNX in accordance with federal and state requirements
  • Trouble shoot discrepancies relating to child’s eligibility for foster care candidacy by identifying errors/ researching relevant documents/ records/ computerized data/ contacting persons/ units involved initiating/ following up on corrective actions/ maintaining records of errors corrected, in order to resolve problems
  • Maintain a system of records/other informational materials, by entering, retrieving, updating transferring, scanning, emailing materials, following standards procedures/timetables, in order to insure usability and timeliness of the system
  • Maintain liaisons with two or more agencies/units, by obtaining and conveying information/providing feedback, in order to facilitate cooperation/coordinate activities/maintain current records
  • Navigate and understand Connections, WMS/CCRS, and CAS screens in order to complete financial eligibility and 2921
  • Do special tasks and clean-up projects

Requirements for Assignment Level II

  • Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.
  • Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
  • To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child welfare casework experience.
