THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE CONTRACT SPECIALIST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units.

The Office of Procurement, headed by the Agency Chief Contracting Officer (ACCO), manages the procurement of ACS’s contracts for human and non-human services. In conformance with the City’s Procurement Policy Board (PPB) Rules and in close consultation with divisional staff, Procurement staff prepare and coordinate RFPs, competitive sealed bids, negotiated acquisitions and small purchases, and shepherd contract awards through the City’s multi-step registration process, which includes approval by several internal divisions and external oversight agencies. In addition, Procurement staff process contract renewals, extensions, and other amendments. In addition, Procurement staff conduct vendor responsibility determinations and register contract awards with the New York City Comptroller’s Office.

Responsibilities

Under the supervision of the Deputy Agency Chief Contracting Officer (DACCO), the Assistant Deputy Agency Chief Contracting Officer (ADACCO) is an essential part of the Small Purchasing procurement team and will be responsible for supervising staff and facilitating the Units’ procurement activities which include:

  • Timely processing of Micro-Purchases, Non-Competitive M/WBE Small Purchases, DCAS/OTI Direct Orders and Task Orders.
  • Process Small Purchase Solicitations, which include Requests for Bids/Proposals, convening evaluation committees, and facilitating contract award.
  • Utilize the CS900 procurement tracking system, FMS, PASSPort, PIP and other City information systems to prepare contracts for registration,
  • Conduct responsibility determinations, ensure vendor registration in required data systems, coordinate contract preparation and execution, secure required internal approvals, and make final contract documents available to ACS staff.
  • Prepare weekly reports for internal and external stakeholders on status of work.
  • Interact with representatives of requesting divisions, Business Law and Finance as well as oversight agencies to receive and provide clarification.

ADMINISTRATIVE CONTRACT SPECIA - 1009A

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
  • A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
  • A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

Preferred Skills

  • Outstanding research and writing skills. - Experience with Small Purchase procurement methods. - Ability to manage a wide range of projects in a fast-paced environment. - Skilled in managing multiple procurement requests simultaneously and continuously. - Ability to manage a large workload with tight deadlines. - Competent in independently monitoring assigned tasks and coordinating with internal and external stakeholders to ensure timely completion. - Knowledge of City systems such as the Procurement and Sourcing Solution Portal (Passport) Financial Management System (FMS) and the Payee Information Portal (PIP).

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
