Job Summary
NW Financial Group is seeking a Vice President - Redevelopment to join our real estate consulting and advisory team. The ideal candidate will bring strong financial modeling, analytical, and policy skills to support municipalities, redevelopment agencies, and housing authorities in evaluating the need for and structuring public incentives and long-term tax abatements for redevelopment projects throughout New Jersey.
This position plays a key role in helping local governments navigate complex redevelopment transactions under the Long-Term Tax Exemption Law, the Redevelopment Area Bond Financing Law and related statutes. The Vice President - Redevelopment will prepare financial analyses, negotiate Payment In Lieu of Taxes (“PILOT”) agreements, and advise public clients on the fiscal, legal, and economic implications of redevelopment projects.
Key Responsibilities
- Conduct detailed feasibility and fiscal impact analyses for governmental clients related to redevelopment projects, including modeling PILOT and conventional tax scenarios, debt service coverage ratios, internal rate of return , and yield-on-cost metrics
- Evaluate developer financial models, assess project viability and make financial recommendations to municipal clients
- Negotiate with private developers on behalf governmental clients to generate the maximum public benefit from redevelopment projects in collaboration with municipal officials, attorney and other professionals
- Review redevelopment documents, including Financial Agreements, Redevelopment Plans and Redevelopment Agreements
- Conduct market research and valuation analyses, including comparable land sales, rent levels, and construction costs
- Prepare clear, comprehensive written reports and presentation materials for council meetings and public hearings and make presentations to governing bodies, attorneys and other stakeholders
- Provide oversight to junior staff members
Qualifications
- Bachelor’s degree preferably in Finance, Economics, Public Policy, Urban Planning, or related field (Master’s degree preferred).
- 3–5 years of experience in municipal advisory, real estate redevelopment, public finance, or a related field
- Strong understanding of New Jersey redevelopment law, including the Long Term Tax Exemption Law, Redevelopment Area Bond Law, and Local Redevelopment and Housing Law is a plus
- Proven ability to develop complex financial models in Microsoft Excel, including multi-phase project projections and sensitivity analyses
- Excellent written and verbal communication skills
- Demonstrated ability to manage multiple projects, meet deadlines, and work collaboratively in a team environment
- Familiarity with municipal budgets, tax assessments, and fiscal impact methodologies strongly preferred
