The person needs to be an effective leader and collaborator with an ability to manage a fleet of Soil/Concrete Technicians, Special Inspectors, and Laboratory staff.

Responsibilities
- Manages special inspectors and technician staff
- Manages projects and associated budgets
- Prepares and reviews inspection and observation reports submitted to various agencies and other clients.
- Plans, assigns, prioritizes, evaluates, and reviews the work of special inspectors and technicians; and support staff for consistency, accuracy, timeliness, conformance to guidelines and technical merit.
- Oversees the preparation and submission of timely reports and maintenance of records
- Develops, implements, and interprets policies, procedures, and programs for special inspection and testing
- Communicates, interprets, and keeps current on changes in observation and inspection guidelines and regulations. billings versus budget through regular meetings with Principals.
- Oversight of all Materials testing on soils, asphalt, and concrete.
- Oversight of all IBC Special Inspections in accordance with IBC Chapter 17
- Good driving record, willing to travel
- Oversight of laboratory qualifications
- BS in civil engineering with emphasis in geotechnical a plus
- A minimum of 2 years of relevant experience.
- Ability to work as part of a multi-disciplinary team, think creatively, and problem solve.
- Reviewing technical specifications and filed/laboratory reports.
- knowledge of building codes and construction industry standards.
- Experience with AASHTO and ASTM test methods pertaining to construction materials, including HMA, aggregate, soils, steel, masonry, and concrete.
- Experience reviewing concrete/asphalt mix designs.
- Thorough understanding of accreditation policies for all relevant agencies including AMRL, CCRL, IAS, etc.
- Proficiency in computer applications, including MS Office.
- Strong verbal and written communication skills
