Duties
Help
The successful candidate will perform analytical and evaluative work related to Region I programs, management systems and processes impacting various technical and administrative areas of the Region. Provides support functions in a variety of program areas including budget formulation, facility management, procurement, purchasing contract administration, and general administrative services.
Such duties include, but are not limited to:
- Participate in the Region I budget formulation process. May serve as the alternate Funds Certifying Official. Develop and maintain budgeted staffing resource tables, including programmatic and organizational crosswalks.
- May serve as a buyer, backup and/or procure a wide variety of supplies, services, materials, and equipment, ranging from moderately complex open market procurement of services. Prepares purchase orders, bank card purchase documents, reconciliations and delivery orders. May serve as the Level I Contracting Officer's Representative (COR) and/or develop and analyze procurement requests, statements of work and cost estimates, review and approve invoices on assigned procurements.
- Analyze data to capture lessons learned and provide improved methods and best practices and technical and administrative activities in the Region, and reports findings to senior analysts, supervisor and/or senior management.
- Performs assessments of regional procedures, processes and activities to access compliance with program requirements, identifies areas for performance improvement, develops and recommends solutions for areas requiring improved internal controls.
- May support the regional representative for the building leave by performing periodic office space inspections. Supports major organizational moves, changes, additions, or upgrades.

Qualifications
To qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
GG-12, one year of specialized experience at the GG-11 level in the Federal service or equivalent in the private or public sector.
GG-11, one year of specialized experience at the GG-09 level in the Federal service or equivalent experience in the private or public sector.
GG-09, one year of specialized experience at the GG-07 level in the Federal service or equivalent experience in the private or public sector.
GG-07, one year of specialized experience at the GG-05 level in the Federal service or equivalent experience in the private or public sector.
Specialized experience is defined as experience that has provided the candidate with the knowledge of a wide range of management and/or program analysis tools, techniques and skills to perform complex management and program analysis work; knowledge of analytical techniques and evaluation criteria to measure program effectiveness; and experience organizing data and preparing variety of reports. In addition, experience that has provided knowledge of the federal budget and procurement processes sufficient to understand their relationship to financial plans.
The ideal candidate will be able to demonstrate the following:
- Knowledge of federal procurements statues and regulations, governing procurement to purchase in procure and/or contract for a wide variety of good and services for use by the regional staff.
- Knowledge of the principles, practices and processes of budget formulation and/or budget execution.
- Ability to analyze, evaluate, and resolve programmatic issues or problems.
- Ability to communicate effectively orally and in writing.
