Qualifications:
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)

PTQ 1 - Applied knowledge of the regulatory process for design, construction, licensing, operation, and/or oversight of NRC licensed facilities. Demonstrated experience, knowledge, and understanding of scientific and engineering disciplines sufficient to assess significant safety and security issues, and to set strategic direction for licensing and oversight programs.
Responsibilities:
As the Deputy Director, Division of Decommissioning, Uranium Recovery, and Waste Programs, you will assist the division director in planning, developing, and implementing nationwide health, safety and security regulatory activities and environmental responsibilities associated with NRC regulated facilities and activities within the division’s purview. This includes developing and implementing the agency’s regulatory licensing and inspection program for the division and also review selected activities for agreement state licensees and other federal agencies.
Duties may include, but are not limited to:
- Provide programmatic leadership and direction and plans, develop and implement overall agency regulatory activities and responsibilities associated with NRC licensed facilities and activities.
- Develop and implement the agency's regulatory licensing and inspection program for regulated sites and activities within the division’s purview.
- Develop inspection and licensing review criteria and policies. Manage the licensing and safety reviews of licensed facilities and activities. Ensures programs and policies are consistent with regulatory responsibilities described in the Atomic Energy act of 1954, as amended, or certified in accordance with the energy policy act of 1992.
- Manage safety and compliance inspections of facilities such as decommissioning nuclear power plants research and test reactors and complex material sites.
- Develop policy regulations and guidance for NRC regulated facilities and activities.
- Provide technical and policy guidance to the NRC regions and licensees on topics within the divisions per view. Coordinate with other U.S. government and international agencies on policy and safety issues and provide guidance to industry and the public. Participate in the development of international decommissioning safety standards. Provides Technical Support for incident and emergency response.
- Plan, coordinate, and manage the development and implementation of policies and programs for activities covering fuel cycle facilities including principal licensing certification inspection and other regulatory activities associated with these facilities to ensure adequate safety and safeguards.
- Plan, coordinate, and manage the development and implementation of policies and programs for facilities and activities under division purview.
- Identifies and takes action to resolve safety, security and safeguards issues.
- Directs NRC's contingency planning and emergency response operations dealing with accidents events incidents threats and radiological sabotage relating to licensed activities under NRC responsibility.
- Provide Technical Support for training and guidance to NRC headquarters and regional office licensing and inspection staff.
- Implement corporate management strategies consistent with the agency’s strategic plan.
- Develop and implement recruitment, development, and retention strategies to achieve a high-quality workforce with the skills needed to accomplish program goals and objectives. Identify critical organizational skill and training needs and create and implement human capital strategies to close critical skill gaps.
- Request and use financial resources effectively and efficiently to accomplish agency mission and goals and oversee activities associated with the decommissioning and low level waste business line.
- Ensure that staff performance is managed effectively and performance plans identify key performance priorities, and appraisal results show meaningful distinctions in staff performance assessments.
