NTCA–The Rural Broadband Association is seeking a strategic leader to serve as Senior Vice President of Policy.  As a key member of the executive leadership team, the SVP of Policy will lead NTCA’s regulatory and lobbying teams, guiding NTCA’s policy strategy and federal advocacy initiatives. The leader in this role will represent NTCA’s interests before Congress, federal and state agencies, and the Administration, ensuring that NTCA remains a respected, authoritative voice on rural broadband policy and other important public policy matters.

What You’ll Do:

  • Provide executive leadership and strategic oversight for NTCA’s policy division, overseeing the association’s regulatory and government affairs departments.
  • Serve as a senior representative before federal and state agencies, including USDA, the Department of Commerce, and the FCC, as well as Congressional committees and national policy forums.
  • Act as a principal spokesperson on policy matters, reinforcing NTCA’s stature as a trusted and credible industry authority.
  • Oversee budgeting, resource allocation, and operational planning for all policy-related functions.
  • Build and sustain high-impact relationships with NTCA members, policymakers, and national industry partners.
  • Facilitate strategic alignment across the organization, collaborating closely with the CEO and Board of Directors.
  • Guide and mentor high-performing teams, promoting excellence and accountability.

What We’re Looking For:

  • Minimum 10–12 years of progressively responsible experience in policy, regulatory affairs, or government relations, including 4–6 years in executive or senior leadership roles.
  • Demonstrated success influencing federal and state policy and advancing complex policy priorities.
  • Knowledge of the rural broadband industry, regulatory frameworks, and the operational dynamics of smaller broadband providers.
  • Exceptional executive communication skills, including the ability to refine and elevate complex policy documents with efficiency and precision.
  • Proven leadership talent, with an emphasis on strategic thinking, cross-functional collaboration, and organizational impact.
  • Bachelor’s degree required; J.D. or advanced degree in public policy strongly preferred.
  • Ability to travel as necessary.
