Qualifications:
To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Directing large-scale program operations by integrating policy, financial, and regulatory requirements to ensure timely access to resources and compliance with organizational and statutory mandates.

Supervising and mentoring multidisciplinary teams, setting priorities, distributing work, and ensuring the accurate and timely execution of complex program functions.

Leading or coordinating training and outreach programs for internal and external stakeholders, and advising senior leaders on organizational policies, funding mechanisms, and operational procedures.

Responsibilities:
You will serve as a Supervisory Case Management Specialist - OPA 90 Pollution Response and be responsible for supervising, directing, and technically administering the work of personnel on a Regional Case Team within the National Pollution Funds Center's (NPFC) Case Management Division.

Manage the execution of the work for the personnel of the Regional Case Team in the NPFC's Case Management Division.

Manage the implementation of new and revised policies in response to changes in the oil and energy industry.

Ensure timely and appropriate access to oil and hazardous substance removal funding for Federal On-Scene Coordinators.

Establish lines of accounting and ensure the availability of funding to execute spill response contracts.

Perform a full range of supervisory duties for Case Managers, including planning, scheduling, and distributing work.

Supervise the establishment of Oil Pollution Act liability cases and the recovery of costs for spill removal and threat mitigation.

Advise regional and district level response managers on NPFC policies and relevant provisions of environmental laws.

Develop and maintain policy and guidance for external customers, including Federal On-Scene Coordinators (FOSCs), states, tribes, and industry responders.
