The Associate Director, Medicaid Rebates Operations will lead the Medicaid team to ensure compliance with the Medicaid Drug Rebate Program, handling all Medicaid obligations for Novartis and its affiliates.

The Associate Director, Medicaid Rebates Operations will lead the Medicaid team to ensure compliance with the Medicaid Drug Rebate Program, handling all Medicaid obligations for Novartis and its affiliates.
Your Key Responsibilities:
- Oversee a diverse team responsible for Medicaid rebates operations for Novartis Pharma while also meeting the obligations as a Shared Service for its affiliates. Act as central point of contact for all Medicaid state/consortium correspondence.
- Ensure Model N system integrity for all Medicaid calculations and formulas used in proper adjudication.
- Ensure the prompt and accurate payment of a high volume of Medicaid claims within 38-day timeframes.
- Review Medicaid supplemental bid submissions and contracts to ensure alignment with business strategy.
- Maintain close relationships with the Government Reporting team to manage the impact of changes in legislation and supplemental contracting.
- Minimize revenue leakage by providing and suggesting innovative solutions and tools.
- Facilitate prompt dispute resolution with states and intermediaries.
- Manage cash flow demands on a monthly basis. Provide cash flow estimates to the Finance organization.
- Provide detailed analytics to internal and external parties on a timely basis.
- Partner with the Digital Finance Department’s liaison to coordinate the use and maintenance/enhancements of the department systems to streamline operations and advance analytics.
- Partner with technical resources to update for Federal legislation changes and required technology improvements.
- Partner with Project Management on IT on payment disruptions and system upgrades.
- Ensure smooth onboarding of new associates and manage performance of associates ensuring robust actionable development plans.

Novartis Compensation and Benefit Summary: The pay range for this position at commencement of employment is expected to be between $158,400.00 and $237,600.00 / year; however, while salary ranges are effective from 1/1/24 through 12/31/24, fluctuations in the job market may necessitate adjustments to pay ranges during this period. Further, final pay determinations will depend on various factors, including, but not limited to geographical location, experience level, knowledge, skills, and abilities. The total compensation package for this position may also include other elements, including a sign-on bonus, restricted stock units, and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment. If hired, employee will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.

- Bachelor’s Degree or equivalent 4-Year University degree.
- 5 years’ experience in financial analysis, customer payments, contracts and/or related expertise. Pharmaceutical/biotech industry experience required.
- Strong knowledge of payment procedures and systems including advanced knowledge of contract and rebate systems such as Model N, Validata and/or SAP.
- Strong understanding of MDRP, Government Pricing & Supplemental Contracting.
- Strong understanding of data and digital tools to advance data literacy and analytical capabilities.
- Excellent written and oral communication skills, as well as interpersonal and relationship management skills.
- Demonstrated ability in leading large, cross-cultural virtual teams. Ability to work in a matrixed organization and influence others.
- Insight Generation - Takes data analysis from a range of sources and develops meaningful insight that is directly used in decision support.
- Demonstrated project management experience and problem-solving as a member of a cross-functional team.

- Degree subject area in Finance, Accounting, Business or related preferred; MBA a plus
