Position Overview
Novaren is seeking a Data Architect II to lead enterprise data architecture and governance efforts supporting modernization of an agency's enterprise data ecosystem. This role focuses on scalable cloud architecture, metadata management, master/reference data governance, interoperability planning, and enterprise analytics enablement supporting operational reporting and AI/ML initiatives.
The Data Architect II will provide technical leadership in designing scalable, governed, and interoperable data ecosystems that enable advanced analytics, AI/ML integration, and mission-critical decision support within secure Federal environments. The ideal candidate brings deep expertise in data modeling, cloud-based architecture, metadata management, and enterprise data integration within regulated environments.
The salary range for this position is $120k - $140k.

Enterprise Data Architecture: Design and implementation of scalable enterprise data architectures including medallion/layered architectures, cloud-native modernization strategies, and enterprise analytics platforms
Metadata & Governance: Metadata management, master data management (MDM), reference data governance, lineage documentation, authoritative data sourcing, enterprise cataloging, and governance frameworks
Cloud & Azure Technologies: Azure Data Lake, Azure Synapse, Azure SQL, Azure Data Factory, Microsoft Fabric, cloud-native orchestration, and enterprise integration frameworks
Data Modeling & Integration: Conceptual, logical, and physical data modeling; dimensional modeling; ETL/ELT frameworks; interoperability strategies; API integration; and enterprise data flow design
Migration & Modernization: Modernization of legacy systems, migration to open-source/cloud-native architectures, and enterprise data transformation initiatives
Security & Compliance: Zero Trust concepts, regulated environments, auditability, privacy controls, secure architecture principles, and governance compliance
Key Responsibilities
Enterprise Data Architecture & Modernization
Lead enterprise data architecture planning and modernization efforts supporting an enterprise data ecosystem
Design and implement scalable enterprise data architectures including medallion/layered architectures, cloud-native modernization strategies, and enterprise analytics platforms
Support migration of legacy data environments to modern cloud platforms, including open-source and cloud-native architectures
Design scalable cloud-native data architectures using Azure Data Services — including Azure Data Lake, Azure Synapse, Azure SQL, Azure Data Factory, and Microsoft Fabric
Metadata, Governance & Master Data
Develop metadata standards, lineage frameworks, and authoritative data structures across the enterprise
Establish metadata management, master data management (MDM), reference data governance, and enterprise cataloging frameworks to improve data discoverability and trust
Define and maintain authoritative master and reference data sources across enterprise systems
Ensure data interoperability and enterprise integration consistency across disparate platforms
Documentation & Collaboration
Create enterprise architecture documentation, diagrams, data flow models, and governance artifacts supporting operational transparency
Collaborate with data engineering, analytics, and governance teams to align architecture with agency mission objectives
Ensure data solutions comply with Federal security, privacy, Zero Trust principles, and governance requirements
Support Agile delivery processes and continuous modernization initiatives
Required Qualifications
Experience
5 years designing and implementing enterprise data architectures, data warehouses, and integration solutions
5 years of experience with ETL/ELT frameworks, schema design, and data pipeline architectures
3 years supporting Azure-based cloud data environments and modern data platforms
3 years of hands-on experience with SQL and Python
Experience developing metadata repositories, lineage tracking, MDM frameworks, and governance structures
Experience supporting scalable analytics and cloud-based data modernization efforts
Education
Bachelor's degree in Computer Science, Data Science, Mathematics, Engineering, Information Systems, or a related field — or equivalent professional experience
Preferred Qualifications
Azure Solutions Architect or Azure Data Engineer certification (or equivalent)
Experience with Azure Data Lake, Azure Synapse Analytics, Microsoft Fabric, or similar cloud-native data platforms
Experience supporting enterprise modernization initiatives, particularly within Federal civilian environments
Familiarity with data governance frameworks, enterprise data cataloging, and compliance standards (FISMA, FedRAMP, Zero Trust)
Experience supporting U.S. Federal Government or DoD data programs
Knowledge of API integrations, cloud interoperability, and modern data orchestration frameworks
Experience operating in Agile delivery environments
Ability to obtain a Public Trust clearance or higher
