- Assists building leaders in recruitment and selection of staff
- In collaboration with Education Administrator, develops plan of professional learning and in-service programs for certified and non-certified staff
- Recruits and assigns staff for Extended School Year Program
- Supervises and evaluates selected staff
- Monitors the Planning and Placement Team process
- Develops procedures for the implementation of Special Education laws and regulations
- Oversees compliance review process and supervises school compliance monitors
- Supports principals as well as building teams on the special education process
- Oversees maintenance of student records in accordance with federal, state and local requirements and ensures compliance with FERPA requests for Student with Disabilities
- Gathers data and in collaboration with the Education Administrator, prepares complaint responses for CSDE.
- Assists Education Administrator in the approval process of Independent Education Evaluations
- Maintains fiscal records in compliance with federal, state and local requirements.
- In collaboration with Education Administrator, assists in completion of grants including the IDEA grant
- Monitors contracts and services for outside evaluators, out of district programs, private and parochial programs and any other entity that requires a contract.
- Assists in the development of new programs in response to identified needs
- Supports teams at the building level in preparation for planning and placement team meetings
- Participates in Planning and Placement team meetings on all levels with advocates and attorneys.
- Oversees preparation and implementation of Individualized Educational Programs
- Monitors and remain current with changes to special education laws, policies, and procedures; communicates updates to administrators and staff, and collaborates to implement necessary adjustments to ensure ongoing compliance
- Oversees Extended School Year Program
- Assists in monitoring and evaluating the specialized programs in the district
- Promotes positive communication with parents, community, staff and other agencies.
- Oversees Special Education transportation arrangements
- Maintains a liaison with out-of-district schools, including Charter and inter-district magnet schools in which Norwalk students are enrolled
- Consults with private and parochial schools located in Norwalk to assure equitable distribution of IDEA funds
- Provides parent information and assures frequent and open communication
- Additional responsibilities as assigned by the Education Administrator of Specialized Learning
- In collaboration with Education Administrator, prepares data and reports for Board of Education
- CT Intermediate Administrator and Supervisor certification (092) and certification in special education or a related services area.
- Three or more years of successful administrative experience in a special education or related services area.
- Comprehensive knowledge of state and federal laws, statutes and regulations pertaining to special education and pupil personnel services.
- Proficiency in oral and written communication skills.
- Experience with grants and fiscal management.
- Strong organizational and management skills.
- Working knowledge of CT SEDS.
- Spanish fluency is an asset.
