POSTED ON 10/8/2026
AVAILABLE BEFORE 2/1/2027

About Us

The Northwest Oregon Housing Authority (NOHA) serves Columbia, Clatsop, and Tillamook Counties on Oregon’s North Coast. We administer 1,235 Housing Choice Vouchers and own or have a partnership interest in more than 700 units across 15 residential communities. We recently completed lease-up of a 50-unit affordable housing development, and our small, mission-driven team is ready for the next chapter of growth.

The Role

NOHA is hiring a part-time Director of Design & Construction to serve as our owner’s representative for development, rehabilitation, and capital improvement projects. You’ll manage relationships with architects, engineers, and contractors; provide technical oversight of design and construction; and help ensure NOHA’s properties are safe, well-designed, durable, and built to serve residents for generations. This is an ideal role for an experienced owner’s representative or construction professional who is passionate about affordable housing.

What You’ll Do

  • Serve as NOHA’s owner’s representative from predevelopment through construction completion and stabilization
  • Coordinate architects, engineers, and general contractors; assist with selection and procurement of design and construction teams
  • Review and provide substantive feedback on drawings, engineering plans, specifications, and construction documents
  • Conduct site assessments and physical due diligence on potential development sites and existing NOHA communities
  • Lead portfolio capital needs assessments and maintain a long-range capital improvement plan; oversee capital projects on time, on budget, and to quality standards
  • Incorporate accessibility, sustainability, energy efficiency, and public health into design and construction; pursue energy efficiency and green building resources
  • Obtain and coordinate environmental studies as needed
  • Mentor NOHA staff on construction processes, capital planning, and owner’s representative practices
  • Other duties as assigned by the Executive Director

Minimum Qualifications

  • 5 years of professional experience in affordable housing development
  • Experience as an owner’s representative or construction manager on multifamily affordable housing projects, from predevelopment through completion
  • Bachelor’s degree
  • Ability to read, interpret, and provide meaningful feedback on architectural drawings, engineering plans, and construction documents
  • Knowledge of multifamily construction costs, building systems, and construction processes
  • Experience conducting or coordinating physical needs assessments and long-range capital planning
  • Strong organizational and project management skills, including managing multiple projects and contractors at once
  • Effective communication with architects, engineers, contractors, government officials, and community members
  • Proficiency with Microsoft Office and project management tools
  • Ability to travel within Columbia, Clatsop, and Tillamook Counties; valid Oregon driver’s license or equivalent and proof of current auto insurance
  • Remote candidates: a suitable, dedicated home office with reliable internet access

Preferred Qualifications

  • Advanced degree in architecture, urban planning, engineering, construction management, or a related field
  • Familiarity with affordable housing design and construction standards
  • Familiarity with sustainable design principles, energy efficiency programs, and green building standards
  • Experience with construction management software

Work Environment

Remote or in our Astoria office, with regular travel to project sites and partner offices across our three-county service area and occasional overnight travel. Site visits involve active construction areas (noise, weather, uneven terrain, stairs, and partially completed structures; hard hat and safety vest required) and occasional lifting of up to 25 pounds. This role involves access to confidential information, including financial, legal, and resident records, which must be handled with discretion.

Benefits

  • Generous paid time off
  • 457 deferred compensation plan
  • Training and professional development opportunities
  • Flexible schedule to encourage work-life balance
  • NOHA is a qualifying public employer for Public Service Loan Forgiveness (PSLF)
