Essential Functions/Duties & Responsibilities

Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regard everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
Serves as a member of various City committees as assigned.
Assists other staff in the performance of their duties as assigned.
Maintains regular job attendance and adherence to working hours.
Operates a motor vehicle safely and legally.
Conducts inspections and sampling of industrial and commercial sewer accounts for compliance with ordinances and permits; enforcement as needed, properly documents inspection activities and conducts follow-up meetings with users.
Conducts erosion, sediment control inspections of construction sites for compliance with federal and state regulations and the Albany Municipal Code; enforcement as needed, properly documents inspection activities, and conducts follow-up meetings with builders.
Operates and maintains environment field monitoring equipment, including automatic samplers, pH monitors, flow meters, and other similar equipment. Accurately performs field testing and laboratory testing of water and wastewater samples, using approved methods.
Traces discharges in sanitary or storm sewers, investigates a variety of wastewater effluent discharges, and assists in implementing spill containment procedures.
Prepares reports, keeps records, and operates a personal computer, utilizing spreadsheets, word processing, and database applications.
Reviews documents submitted by industries, including permit applications, compliance schedules, and correction plans. Analyzes submittals effectively and determines the appropriate City response.
Writes clear and concise letters, enforcement orders, and other correspondence related to industrial pretreatment and storm-water programs. Reviews industrial pretreatment program and storm-water documents including the Albany Municipal Code and the City’s Enforcement Response Plan, and drafts revision as needed.
Reviews and analyzes plans for construction and remodeling of businesses and industries, following up as appropriate to obtain required information and determine compliance with pretreatment and storm-water regulations.
Performs public contact through inspections, permits, meetings, and public information meetings. Deals effectively with regulated business owners and the public, including possible disgruntled or irate individuals.
Responds to inquiries regarding the Environmental Services Program, including promotion of pollution prevention programs to be proactive in preventing illegal discharges.
May be required to work in vaults, manholes, and other confined spaces and/or potentially hazardous environments. May work with other departments such as Police, Fire or Parks & Recreation.
Works on special projects as assigned, such as sewer and storm-water ordinance revision, research on regulations, and documentation of procedures.
Coordinates, communicates, and meets with industrial representatives, regulatory representatives, customers, and other agencies; stays abreast of regulatory compliance issues and trends.
Supervision/Lead Work Exercised
This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
Qualifications & Requirements
Skill in: operation of listed tools and equipment used; and operation and maintenance of wastewater monitoring equipment. Skilled in concise report writing, investigation, and enforcement in response to noncompliance.
Ability to: communicate effectively with the public concerning regulatory programs; write clear and concise reports; read and interpret technical written materials, drawings, and blueprints; understand and effectively carry out oral and written instructions; and deal with customers or citizens who may be dissatisfied or irate.
