Position Summary:
Northwest Arkansas Continuum of Care is a not-for-profit corporation seeking a motivated and highly capable individual to serve in the dual role of office administrator and HMIS Lead. NWA CoC works primarily in the homeless services, sector, providing grant assistance and systems coordination throughout the Northwest Arkansas region. The agency is primarily grant funded, through the Department of Housing and Urban Development (HUD), and as such must maintain strict adherence to federal and state accounting practices and has comprehensive data reporting requirements through the HMIS system. The successful candidate is responsible for the overall management, administration, and operation of the Continuum of Care's (CoC) Homeless Management Information System, accounting programs, and efficient operation of the office. This position is full time and reports directly to the Executive Director of the CoC. Hours are Monday through Friday, 8:00 AM-4:30 PM.
Major responsibilities include, but are not limited to:
General qualifications for this position include:
- A bachelor’s degree in accounting or finance, or equivalent experience of 2 or more years with non-profit accounting and/or development. Accounting experience coupled with social service work history is preferred.
- Familiarity with Homeless Management Information System (HMIS).
- Experience managing, directing, or developing a non-profit organization.
- Experience with QuickBooks software.
- An understanding of generally accepted accounting principles, and adherence to applicable statutory regulations governing finance and financial reporting.
- Ability to communicate effectively with the CoC Board of Directors, the CoC Executive Director, and the CoC Finance Committee.
- Ability to streamline and create greater efficiency within the organization as it pertains to financial reporting and compliance.
- An understanding of HUD reporting requirements, reimbursement/drawdown policies, and auditing practices.
- Familiarity with the structure of CoC grants and the federal eLOCCS system
System management and administration:
- Administer and maintain the HMIS database, including managing user accounts, security permissions, and access controls for all participating agencies.
- Serve as the primary contact for the HMIS software vendor, coordinating system updates, enhancements, and troubleshooting.
- Ensure the HMIS system is secure and compliant with all privacy and security protocols, acting as the designated Privacy Official for the CoC.
- Develop, implement, and maintain system-wide policies and procedures in accordance with HMIS and CoC standards.
Data quality and reporting:
- Monitor system-wide data for accuracy, completeness, and timeliness, and work with agencies to resolve any data quality issues.
- Generate and submit all required reports to funding entities, such as HUD and Emergency Solutions Grant (ESG) programs, including the Longitudinal System Analysis (LSA) and System Performance Measures (SPMs).
- Provide regular and ad-hoc data analysis and reports to the CoC Board, committees, and member agencies to inform planning and decision-making.
- Lead efforts to improve data collection methods and use data to evaluate program effectiveness.
- Manage data integration, backups, recovery, and other technical aspects of the HMIS.
Working Conditions:
1. Occasional out-of-town travel for meetings or conferences, using rental vehicle or personal vehicle.
2. Over-time work required throughout the year.
