IT/Software Engineering Project Manager
Security Clearance Requirement: Current TS/SCI with CI Poly
Location Note: On-Site Support Required

Position Description:
Our client, a growing Federal Integrator, is hiring a Information Technology (IT) Software Engineering Project Manager responsible for the strategic direction and oversight of ten (10) IT personnel specializing in data analytics, data transformation and low-code software development in support of an Intelligence Community program. Qualified candidates will have direct experience in IT project management, team management, customer relations and design of engaging data visualizations and related data infrastructure and interfaces.  

The IT/Software Engineering Manager will report to the Deputy Program Manager for Operations and work closely with requirements analysts, test engineers and customer support analysts in delivering high quality products and services that maximize the end-user experience.  This position works in a cross-functional team environment with government and contractor personnel.

Duties and responsibilities:
  • Break down project goals into tasks, assign them to software developers/integrators, and track the project's timeline and product quality.
  • Act in the role of Subject Matter Expert (SME) to support meetings, development of client deliverables, technical strategy and technical trouble shooting.
  • Act as a liaison between the development team and senior management, and submit weekly, monthly and ad hoc reports to upper management as requested.
  • Provide guidance on the design and implementation of new software and ensure that the final product meets business objectives.
  • Monitor metrics such as user numbers and system failures and set up mechanisms to fix issues and improve products and processes.
  • Conduct regularly occurring meetings to review current priorities, workload, and assignments, and identify issues requiring management escalations.
  • Implement and ensure adherence to team processes, standard operating procedures (SOPs) and work instructions.
  • Set project goals and establish plans to meet those goals.
  • Maintain project timeframes, level of effort estimates and status reports.
  • Triage, review and assign tickets submitted by customers and stakeholders.
  • Coordinate project team members and develop schedules and individual responsibilities.
  • Implement IT strategies and conduct risk mitigation to deliver projects on schedule.
  • Keep abreast of industry standards and best practices in software development, design and user experience.
  • Interview and train new staff, evaluate existing developers, and set goals for the team.
  • Provide well thoughtful and written inputs to contract deliverables, including but not limited to weekly, monthly and quarterly reports.

Position Requirements:
  • Demonstrated knowledge and hands-on experience executing projects using Agile methodologies.
  • Expert knowledge of systems engineering, software development lifecycle, user interface design and configuration management.
  • High-level proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Project, Visio).
  • Knowledge of Appian, Tableau, SharePoint, Oracle, SQL, JavaScript and/or VBA preferred.
  • Experience with Service Request/Trouble Ticketing system applications (i.e., Seibel, Service Now).
  • In-depth knowledge of Program Management processes and procedures.
  • Ability to shift priorities in support of the Customer mission requirements.
  • Excellent communications skills; the ability to effectively communicate at all levels of the organization.
  • Work with higher-level program managers to provide effective and efficient management of the contractor’s effort.
  • Ability to develop Customer briefings on short notice.
  • Strong attention to detail.
  • Ability to use and evaluate processes/procedures; ability to identify areas for improvement.
Education and qualifications:
 
  • Current TS/SCI Security clearance
  • Current CI poly or eligibility to obtain CI polygraph
  • 8 years of relevant experience with a bachelor's degree OR 6 years of relevant experience with a master's degree is required for consideration
Preferred Experience:
  • Experience with acquisition or financial business systems a plus
