Position Summary
The Director of Payroll is responsible for overseeing and managing all aspects of payroll administration for the company, ensuring accurate and timely payroll processing, compliance with federal, state, and local regulations, and proper administration of union and certified payroll requirements. This position also supports benefits administration and serves as a key point of contact for employee payroll-related questions and concerns.
The Payroll Manager will supervise payroll team members and assist in defining departmental roles, responsibilities, and workflow efficiencies
Key Responsibilities
Payroll Administration
- Process weekly payroll accurately and on schedule.
- Oversee payroll for union and non-union employees.
- Ensure compliance with all applicable wage and hour laws.
- Review payroll data for accuracy including earnings, deductions, fringe benefits, and garnishments.
- Maintain employee payroll records and confidentiality.
- Manage direct deposits, layoffs, payroll adjustments, and year-end processing including W-2 preparation.
Union & Certified Payroll
- Administer union payroll requirements including:
- Union deductions
- Fringe benefit calculations
- Benefit fund reporting
- Working dues
- Prepare and submit certified payroll reports in compliance with specific job requirements
- Coordinate with project management and accounting teams regarding labor classifications and payroll compliance.
Payroll Taxes & Compliance
- Manage federal, state, and local payroll tax filings and reconciliations.
- Coordinate quarterly and annual payroll tax reporting.
- Respond to payroll tax notices and agency inquiries.
- Ensure payroll procedures remain compliant with current regulations.
Benefits Administration
- Assist with employee benefits administration including enrollments, changes, and terminations.
- Coordinate benefit deductions and payroll integration.
- Support open enrollment processes and employee communication.
Employee Communication & Support
- Serve as the primary contact for employee payroll and benefit questions.
- Communicate professionally and effectively with employees, unions, benefit representatives, and outside agencies.
- Assist employees with payroll forms, deductions, tax withholding changes, and benefit inquiries.
Leadership & Department Oversight
- Supervise and support payroll department employees.
- Assist in evaluating and redefining payroll department job titles and responsibilities.
- Develop and improve payroll procedures and internal controls.
- Train and mentor payroll staff.
Qualifications
- Minimum of 5 years of payroll experience, preferably in the construction industry.
- Strong knowledge of:
- Union payroll
- Certified payroll reporting
- Prevailing wage requirements
- Payroll tax regulations
- Experience with FOUNDATION preferred.
- Prior supervisory or team leadership experience preferred.
- HR or benefits administration background preferred.
- Strong organizational skills and attention to detail.
- Excellent communication and problem-solving skills.
- Proficiency in Microsoft Office, especially Excel.
