Job Description
Human Resource Specialist
I. Introduction:
This position is responsible for performing HR-related duties on a professional level and works closely with the HR Manager in supporting all departments. This position carries out responsibilities in the following functional areas: payroll, recruitment, onboarding, employee relations, training, performance management, benefits administration, and compliance.
II. Supervisor: Human Resource Manager
III. Knowledge/Education Requirements:
A. Accounting/ Human Resource/ Payroll/ Utility experience preferred..
B. Maintain confidentiality, position will work with employee personal information.
C. Work independently, self-motivated individual that requires little supervision.
D. Good human relations skills to deal effectively with employee concerns and difficult issues and to develop constructive and cooperative working relationships with others.
E. Strong interpersonal and communication skills, position will work across all departments and must be able to effectively communicate with these departments, orally and written.
F. Proficient in Microsoft Office products (Word, Excel and PowerPoint) and HRIS systems.
G. Ability to attend Human Resource training and professional development.
H. Strong organizational skills, ability to change, and ability to work on several projects simultaneously.
IV. Duties/Responsibilities:
A. Essential Functions:
1. Human Resource Compliance:
- Maintain employee records and ensure compliance with labor laws.
- Assist with audits and reporting requirements.
- Ensure Company policies are current and communicated.
2. Responsible for employee development and training programs:
- Coordinate training sessions and track employee development.
- Maintain the Learning Management System.
3. Recruitment and Staffing:
- Coordinate full-cycle recruitment efforts including job postings, screening, interviewing, and onboarding.
- Work with departmental managers to understand staffing needs and develop job descriptions.
4. New Hire Orientation:
- Responsible for developing and maintaining the new hire orientation program.
5. Assist with processing the annual employee performance appraisals.
6. Benefits and Compensation:
- Assist with benefits administration including enrollments, changes, terminations and annual open enrollment.
- Assist with semi-monthly payroll processing.
7. Maintains Northcentral Affirmative Action Plan.
8. Responsible for Human Resource SharePoint site.
9. Preparing and submitting quarterly 941 and MS Unemployment quarterly report.
10. Preparing and distributing annual employee W-2’s and submitting files to Social Security Administration.
11. Preparing and distributing annual employee 1095-C’s and submitting files to IRS.
12. Completes special projects and assignments as required.
B. Non-Essential Functions:
1. Performs other duties as required.
V. Physical Demands:
While performing the duties of this job, the employee is regularly required to sit; use hands to handle or feel, talk and hear. The employee is frequently required to reach with hands and arms, stand, walk, stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
